IT officer for HPV introduction -126 days

1. Background

The Ministry of Public Health (MoPH) is introducing the HPV vaccine into the national immunization calendar. To ensure successful implementation, the digital infrastructure (MERA and PHENICS platforms) must be updated, and end-users (nurses and EPI focal points) must be proficient in recording this new data. Three IT Officers are required to manage the technical transition, capacity building, and field monitoring.

2. Work Assignment: Deliverables & Activities

System Readiness & Configuration:

Objective: Ensure the HPV vaccine is technically integrated into national reporting systems before the HPV vaccine roll-out.

  • Coordinate with the MoPH PHC Department: Finalize the immunization calendar parameters (dosage, age groups, intervals) to ensure the software logic matches the medical protocol.
  • System Updating: Liaise with software developers to ensure MERA, MERA PRO, and PHENICS, Sohatona app are updated with the new HPV vaccine codes and fields.
  • Interoperability Checks: Verify that data entered into MERA mobile units synchronizes correctly with the central PHENICS database without data loss.

 

3.Capacity Building (Training)

Objective: Empower health workers to accurately record HPV vaccination data.

  • Training Coordination: Coordinate with MoPH and WHO on the schedule for nurses' training to ensure an IT/Data Entry module is included in the agenda.
  • Material Development: Create simplified "User Guides" (screenshots/steps) specifically for registering the HPV vaccine on tablets/PCs.
  • Conduct Training: Train nurses and data entry clerks at all public EPI points on:
    • Registration of eligible girls for HPV.
    • Recording the vaccine dose.

 

4.Monitoring & On-Site Support

Objective: Provide real-time troubleshooting and data quality assurance during the launch.

  • Field Visits: Conduct rotational visits to PHCCs and dispensaries (specifically high-volume sites) to observe data entry in real-time.
  • Troubleshooting: Resolve immediate technical issues such as login failures, tablet connectivity issues, or synchronization errors between MERA and PHENICS.
  • Data Quality Audits: Randomly cross-check physical vaccination cards against the electronic registry (PHENICS) to ensure data accuracy and completeness.
  • Reporting: Submit monthly reports on system bugs, user difficulties, and registration numbers to the project manager.

 

1.Technical Skills:

  • Health Information Systems: Strong understanding of electronic health records and data entry logic.
  • Database & Mobile: Basic knowledge of SQL and mobile application troubleshooting (Android/iOS).
  • Data Analysis: Proficiency in Excel for generating simple coverage reports and cleaning data.

2.Soft Skills:

  • Training Ability: Proven ability to explain technical concepts to non-technical staff (nurses/administrators) patiently.
  • Problem-Solving: Ability to troubleshoot hardware and software issues on the spot in low-resource settings.

Mobility: Willingness and ability to travel daily to different districts/governorates within Lebanon
