1. Background
The Ministry of Public Health (MoPH), through the Primary Health Care (PHC) Department and the Expanded Program on Immunization (EPI), has implemented the Mobile EPI Registration Application (MERA) to strengthen immunization data collection, reporting, and monitoring across Lebanon. MERA is a digital platform used by health facilities, schools, nurseries, private pediatricians, and other service providers to ensure timely registration of vaccination records, improve immunization coverage monitoring, and enhance service delivery.
To ensure effective implementation and sustainability of MERA, dedicated support is required for training, technical follow-up, and system user assistance. The MERA Officer will provide technical and operational support to MERA users and contribute to the continuous improvement of the system.
2. Work Assignment: Deliverables & Activities
The MERA Officer is responsible for the implementation and coordination support required to ensure the quality, functionality, and timely performance of MERA. The position functions under the direct supervision of the IT Chief Officer, in coordination with the Head of the PHC Department and EPI Manager.
The MERA Officer will be responsible for:
- Training MERA users in dispensaries, private and public schools, nurseries, private pediatricians, and other entities functioning within the Expanded Program on Immunization (EPI). This includes group sessions, individual sessions, and field visits.
- Training MERA users across all relevant gateways (public and private schools, nurseries, orphanages, private physicians, community outreach, dispensaries, PHC centers).
- Supporting and monitoring MERA implementation across all entry points where the system is used.
- Providing user support, troubleshooting, and follow-up to ensure proper data entry and system utilization.
- Coordinating with the IT and EPI teams to address system challenges and ensure timely updates as needed.
- Performing any other tasks as requested by the EPI Director and IT Chief Officer.
The MERA Support Officer will report directly to:
- The IT Chief Officer (primary supervisor)
- Head of the PHC Department / EPI Manager (overall accountability)
The officer will submit:
- Regular activity reports
- User training schedules and attendance lists
- Field visit reports and system implementation updates
- Issues log and troubleshooting follow-up
- Lebanon
- Beirut
Minimum of one year of experience in training and support for similar information systems.
• Demonstrated ability to work in a team-based environment.
• Ability to work in a fast-paced environment and manage multiple priorities.
• Strong organizational, verbal, and written communication skills.
• Problem-solving ability and facilitation skills.
• Ability to collaborate with staff of various disciplines and levels.
• Fluency in Arabic and English required; French is an asset.
