- Scope of Works and Deliverables:
Under the supervision of Project Manager of ACT Lebanon Project, the consultant will be responsible for:
- Lead a comprehensive institutional review and redesign of the Unit’s structure, ensuring coherence of mandates, functions, and reporting lines, and establishing optimized coordination mechanisms aligned with the NACS implementation framework and broader governance objectives.
- Design and institutionalize an integrated performance management and accountability framework, including the development of indicators, analytical tools, and monitoring mechanisms to enhance results-based management and organizational effectiveness.
- Conduct a strategic capacity analysis and develop a forward-looking capacity development plan that identifies technical, managerial, and analytical requirements; propose innovative modalities to strengthen institutional capabilities and foster a culture of continuous learning.
- Provide high-level policy and technical advisory services to guide the Unit’s strategic positioning, enhance operational efficiency, and promote evidence-based and data-driven decision-making processes.
- Develop a comprehensive sustainability and institutional strengthening roadmap, outlining policy and operational measures for knowledge transfer, system resilience, and long-term institutionalization of the Unit’s functions.
The consultant is expected to perform his duties from the duty station at the Office of the Minister of State for Administrative Reform in Beirut, Lebanon

- Master’s degree in human resources, management, social sciences, public policy, law, international affaires, or any related field.
II. Years of experience:
- At least ten (10) years of relevant professional experience in institutional design, organizational development, and performance management.
- Proven experience in developing and implementing performance and management frameworks, including the design of indicators.
- Demonstrated expertise in capacity assessment and institutional strengthening, including developing capacity-building plans and leading training or mentoring initiatives.
- Strong analytical, communication, and report-writing skills, with a proven ability to produce high-quality institutional assessments, performance frameworks, and sustainability roadmaps.
- Proficiency in Microsoft Office and data analysis tools (Excel, PowerPoint, Word).
