Background:

The humanitarian and donor environment in Lebanon has shifted significantly increasing the needs in healthcare access, particularly among Syrian refugees. Reduced funding has led UNHCR to withdraw hospitalization support, leaving refugees with limited access to life-saving secondary and tertiary care. This comes in the backdrop of a health system that is increasingly inaccessible due to high out-of-pocket costs, even for Lebanese families. At the same time, political developments in Syria in 2025 have resulted in both refugee returns and new displacement into Lebanon, creating an increased caseload of urgent health needs.

The most critical gap currently seen is the access to neonatal and paediatric intensive care (NICU and PICU) especially within the already rising numbers of neonatal mortalities among Syrians and Lebanese in the country and the step out of UNHCR from the health sector hospitalization support.

Purpose:

The Paediatric and neonatal Intensive Care Coverage hospital delegate is responsible for coordinating between the TPA, UNICEF and governmental hospitals providing service coverage for NICU and PICU patients. UNICEF will apply a cost-sharing modality aligned with the former UNHCR referral approach and will utilize the vulnerability criteria developed by the health sector combined with an adaptation of UNHCR current medical and protection methodology UNICEF will subsidize 60 percent of hospitalization costs, with families contributing 40 percent, an approach shown to improve access while limiting catastrophic expenditure. This position will be instrumental in coordinating the coverage and admissions to commit to UNICEF and TPA guidelines and protocols.

 

Work Assignment:

  1. Make the necessary administrative and medical clearance to provide medical decision for hospital admission claims as per UNICEF- TPA guidelines & protocols
  2. Coordinate with Medical Officers and the Medical Review Committee to provide correct decisions
  3. Visit patients and check on their Identity & their Medical status
  4. Inform the patient about all details related to his coverage (Excess, limitation, Rejection...)
  5. Support and coordinate referrals between supported hospitals and those received from other stakeholders
  6. Fill Concurrent review
  7. Check on false declarations and take necessary action
  8. Maintain the bills cycle within deadlines
  9. Identify cases for telemedicine, second opinion, and special treatment
  10. Monitor the length of stay, utilization, medical cases and their related costs
  11. Validate medical files
  12. Receive bills
  13. Handle customers, risk carriers, and providers’ requests
  14. Coordinate with Providers to resolve all problems encountered by our adherents
  15. Coordinate coverage collaboration in hospital between UNICEF- WHO- UNFPA- IOM and other actors based on leverage of each organization
  16. Coordinate with the UNICEF and TPA Supervisor for all complicated cases and check for cost saving
  17. Issue reports related to the work’s progress
  18. Preserve UNICEF and TPA Lebanon’s brand image among its stakeholders

 

 

Years of Experience required:

Minimum of 2 years of experience in TPA programs and services- Patient servicing processes- Policies & procedures Experience in coordination roles within a health context.

 

Knowledge/Expertise/Skills required:

  • Strong coordination and communication skills.
  • Experience working with TPA and hospital work
  • Ability to work under pressure in complex, fast-paced environments.
  • Skilled in utilizing Microsoft Office tools, with a specific focus on Excel.
  • Experience in neonatal and pediatric care is an asset
  • Good written and verbal communication skills.
  • Experience in advocacy, coordination, and mobilization of health agendas.
  • Ability to work in a team and in a diverse work environment.
