Senior Consultant Strategic Communication, Inter Governmental Coordination & Aid Management Coherance

Deliverables and Schedules

  • Monthly written reports are agreed on and progress is monitored by the Strategic Management Team of TREF that includes the DGE and senior UNICEF management.

 

  • The applicant is expected to work collaboratively with the DGE Senior Team.

 

  • Inter-Governmental Strategic Engagement Road Map to advance and institutionalize TREF requirements and advocate for the achievement of agreed upon policy goals (financial and educational). This road map paints the wider system with key players that promote and spoil new initiatives and defines engagement strategies to advance MEHE and TREF goals.

 

  • A crisis-responsive MEHE communication and advocacy strategy drafted to a. attract more funding for MEHE to secure opening of schools through adequate teacher payments and b. place TREF as a joint aid modality and key vehicle  of MEHE reform efforts in governance and educational service delivery improvements,  c. address immediate concerns of teachers and parents as well as education sector stakeholders pertaining to the financial crisis and d. highlight long-term impacts of new financial and education interventions.

 

  • Aid Harmonization and International Relations Road Map that leverages the linkages between different aid modalities and interventions and is reflected in a new internal MEHE distribution of roles and tasks managing international relations.

 

  • TOR for a Strategic Communication and IR Function, including documented processes and needed skills.

 

  • Change management framework for data systems and data management including a methodological framework for policies moving from SIMS to EMIS (in close cooperation with relevant IST members).

 

  • A Joint Data Task-force created with clear ToR and a roadmap of deliverables (in close cooperation with relevant IST members).

A Master’s degree in Management, Public Administration, ICT, Data Ethics, or any relevant field. A first-level university degree in combination with qualifying experience of min 10 years, may be accepted in lieu of the advanced university degree
• Language: Excellent command of English and Arabic. Knowledge of French is an asset.
• Experience and Skills: At least 7 years of work experience in Policies, partnerships development, data Governance and ICT for education, programs management & communication at the strategic level; more specifically experience directly associated with, change management & communication, succession planning within government and/or donor agencies setting.
• Experience with provision of training programs and development of training material to adult learners is highly desirable.
• Familiar with the MEHE policies and regulations
• Ability to draft and present high level technical performance reports to decision makers
