LEB-CAAP Engineering Support

Background

FHI 360, an international non-profit organization, is implementing the Lebanon Civic Action Accelerator Program (LEB-CAAP), a new program funded by the United States Agency for International Development (USAID) to support civil society actors across Lebanon. 

Through this Request for Quotations (RFQ), FHI 360 seeks an electrical engineer to support the team in the design, approval process, and implementation of interventions that include engineering components including photovoltaic (PV) systems, electrical installations, etc.

Scope of Work

The consultant will assist FHI 360 in assessing the validity of requests received for up to five solar power systems, prepare required documentation to secure the necessary approvals from the funder (USAID), monitor the installation, and provide guidance to the users on implementation and maintenance of the systems.

Detailed responsibilities include:

  • Support in reviewing conceptual designs submitted by LEB-CAAP grantees for renewable energy and PV Systems and verify the adequacy of the submitted data to ensure sound and innovative implementation of the interventions.
  • Conduct site visits to the grantees’ offices to assess the feasibility of the proposed intervention.
  • Assist grantees in securing all the necessary data and documentation required to produce and validate a detailed design and specifications.
  • Assist grantees in obtaining all legal documentation required for implementing the proposed intervention.
  • Prepare a complete report on the intervention including a detailed design, detailed specifications, and cost estimates.
  • Advise on any possible environmental risks of the project and provide a detailed risk assessment report highlighting any challenge or limitation in addition to proposing risk mitigation measure.
  • Prepare required environmental mitigation and management plans for funder approval, as necessary.
  • Provide any possible alternative solutions as deemed necessary.
  • Assist in reviewing the Request for Proposals or Request for Quotations to be released by the grantees for the installation of the systems and equipment.
  • Support the grantees in drafting procurement purchase orders for the installation of the systems and equipment.
  • Conduct field visits to inspect and review delivered equipment and installed systems and perform all required tests.

LEB-CAAP will provide all necessary program documents and information for the consultant and will facilitate introductory meetings with the funder and potential grantees. As required, the consultant will contribute to revising plans or documents in response to any questions received from the funder.

Travel

In-person meetings with the LEB-CAAP team and its potential grantees in the Beirut area are required. Online meetings will suffice for all but in-person inspections of the grantees’ offices for assessments and site visits.   

Qualifications

  • Bachelor’s degree in civil engineering or related field from an accredited university required; master’s degree is a plus.
  • Minimum 5 years of experience in managing design and implementation of small scale solar system projects
  • Experience in the process of construction quality control is required.
  • Experience in environmental compliance is strongly preferred.
  • Experience in implementing a similar scope of work with USAID funded programs is preferred.
  • Consultant understands USAID requirements and standards for construction and non-construction installation activities, USAID source and nationality requirements for procuring solar power systems, and USAID’s environmental mitigation and management requirements for solar power systems.
