FHI 360 is implementing the USAID-funded Lebanon Civic Action Accelerator Program (2021-2026) which aims to enhance civil society responsiveness to locally-driven demands to accelerate inclusive rights-based policies, practices, and services through a combination of grants, technical assistance, and partnerships. Through this RFP, LEB-CAAP is recruiting a Senior Elections Advisor to support the design, implementation, and management of specific program interventions that promote electoral culture and advance political participation, civic engagement, good governance, and accountability. 

 

Scope of Work


The Senior Elections Advisor will provide long-term technical assistance and expert support to LEB-CAAP.  Tasks include but are not limited to:

 

  • Providing expertise related to Lebanon’s electoral systems and international best practices in advancing the integrity of electoral and political processes
  • Leading the design of LEB-CAAP’s elections and political participation programming and providing technical inputs and recommendations for interventions, drafting and contributing to project design documents, grant solicitations, and technical resources
  • Managing all aspects of assigned research activities, including the design, methodology, techniques, desk reviews, key informant interviews, focus groups and other data collection methods as well as producing analysis briefs, reports, and strategies, etc.
  • Designing and facilitating stakeholder consultations, collaborative design workshop(s), and co-creation activities with civil society partners to develop their project plans
  • Delivering customized capacity strengthening interventions (training, mentoring, and on-the-job support) to increase the knowledge, skills, and capacities of grantees and partners as well as to provide inputs on how to improve their operations and systems in managing elections and civic engagement programming
  • Contributing to the development of communications strategies, messaging and mobilization campaigns on elections and civic engagement
  • Supporting the design of youth civic engagement initiatives that provide opportunities for young people to engage in elections as a means to drive long-term change and hold decision makers accountable.
  • Representing LEB-CAAP in specialized elections fora and other events as requested
  • Conducting site visits to project partners across Lebanon to deliver technical assistance, monitor project activities, etc.
  • Ensures gender and diversity mainstreaming in technical contributions
  • Contributes to LEB-CAAP’s Monitoring, Evaluation and Learning (MEL) processes
  • Participating in LEB-CAAP team meetings, after action reviews, and project events

    Qualifications:

  • University degree in political science, law, public administration, social science, public policy/development studies, media or other relevant fields. Master’s Degree preferred
  • At least ten (10) years of leadership experience in designing and implementing programs on elections, political participation, governance, and/or policy advocacy with advanced knowledge of Lebanon’s electoral and governance eco-system at national and local levels
  • Proven track record in working with civil society organizations, community actors, think tanks, media, donors/implementers as well as governmental authorities and decision-makers in Lebanon
  • Demonstrated capacities in research from design to publication, strong analytical skills, and excellent writing with the ability to draft reports in a concise, compelling style
  • Experience in designing and implementing elections and civic engagement programs targeting marginalized groups, such as youth, women, and persons with disabilities
  • Ability to lead complex projects with a diversity of stakeholders and experience in supervising teams to implement time-sensitive activities
  • Outstanding communication skills and public speaking experience
  • Advanced understanding and utilization of human rights, rule of law, good governance, electoral, and democratic processes within their work
  • Fluency in Arabic and English with demonstrated high quality written and oral communications skills in both languages

1. Cover letter (maximum two-A4 pages, 12-point font) outlining your experience, proposed daily rate in USD and responses to the following questions: 

  • What are the technical assistance and organizational strengthening priorities of Lebanese CSOs specialized in elections-related programming, specifically for the upcoming municipal elections in 2023 and subsequently parliamentary elections in 2026? What programming recommendations do you have for LEB-CAAP to effectively address these priorities in the near- and longer-term?
  • What tipping points for change are emerging from Lebanese civil society’s efforts to promote civic engagement at the local level and what technical approaches would further these efforts to create a shift in electoral culture?   
  • What unique perspective do you bring to this assignment? 

2. Updated CV including past performance summary of similar work conducted within the past two election cycles and two writing samples of relevant work (reports, research, publications) either attached or as URL links

3. A list of three professional references (name, position, organization, email, telephone and affiliation/specific assignment implemented the applicant)
