Monitoring, Evaluation, and Learning (ME&L) Officer

The ME&L Officer will report to the ME&L Manager and will be responsible for supporting the design and implementation of a comprehensive monitoring, evaluation, and learning plan. S/he will work closely with the manager to implement systems to safeguard the collection and management of data, and will recommend changes to project staff for annual work plans.

 

Essential Job Functions: Duties and Responsibilities

  • Support implementation of ME&L plan for the project.
  • Assist the ME&L Manager with the development of quality assurance systems for the project to ensure data quality.
  • Ensure appropriate data collection tools and systems are in place and are being used correctly by staff and partners to collect required and accurate data for performance, monitoring and evaluation.
  • Conduct data collection and verification and contribute project performance and data reports as required.
  • Conduct analysis of data collected from project surveys and other qualitative data collection tools.
  • Participate in program monitoring visits/forums with other project staff as necessary.
  • Continuously review and analyze collected data and advise program management on needed program revisions. 
  • Perform other related duties as assigned by supervisor.

 

Minimum Requirements

  • Bachelor’s degree in social sciences, statistics, evaluation science, international relations, or other related field (advanced degree preferred);
  • 3-5 years professional experience, with at least 3 years' experience conducting monitoring and evaluation for complex development activities;
  • Experience with both quantitative and qualitative data collection, developing data collection instruments, verifying data quality, and conducting data analysis, including using relevant software;
  • Demonstrated ability to work effectively with communities, civil society, local government representatives and other stakeholders;
  • Demonstrated ability to communicate effectively in Arabic and English;
  • Ideally, the candidate will also have worked on FCO or other donor programs and be familiar with HMG approach to ME&L.
