Senior Team Leader/Rights & Inclusion

FHI 360 seeks a qualified candidate to serve as the Senior Team Leader/Rights & Inclusion (STL). Reporting to the Chief of Party, the STL is responsible for designing and delivering technical interventions related to human rights, advocacy, elections and political participation, as well as gender equality and social inclusion. S/he will manage a team of four program staff responsible for the implementation of related interventions and ensure the quality of the project’s overall technical workstream under this component. In addition, the STL will coordinate with LEB-CAAP’s grants, finance, communications and Monitoring, Evaluation, and Learning (MEL) teams on all program activities and will liaise with grantees, partners, relevant national stakeholders, international implementers and USAID.

Job Summary/Responsibilities

  • Serve as a member of the Senior Management Team together with the Chief of Party (COP), Deputy Chief of Party, and Senior Team Leader/Capacity Strengthening and together support the overall leadership, technical and operational management of the program.
  • Lead the development of technical strategies and activities that accelerate civil society efforts to advance rights and reforms including grantmaking and capacity strengthening interventions.
  • Provide technical direction and oversight in the design, implementation, and monitoring of relevant activity workplans and budgets, including oversight of technical activities and deliverables of external partners.
  • Support the grants and technical teams in drafting subaward solicitations; disseminating grant opportunities and conducting solicitation workshops; reviewing applications and participating in grant evaluation committees; facilitating grant design workshops and providing support in technical and budget negotiations.
  • Design and deliver technical assistance, customized training, mentoring and coaching, as well as facilitate co-design and learning opportunities with local CSOs and informal civic actors to accelerate rights-based advocacy, strengthen the effectiveness of civic participation, further innovative solutions to address development challenges and ensure gender equality and social inclusion. 
  • Ensure that gender equality, safeguarding and social inclusion (GESSI) considerations are integrated across interventions and grant designs, with support from in-house and external GESSI experts as required.
  • Promotes sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts and institutional strengthening of implementing partners and community-based organizations.
  • Facilitates multi-stakeholder workshops, communities of practice, networking opportunities, and dialogue sessions among change makers and decision-makers.
  • Contributes to the design of research and learning by providing technical support and management in line with FHI 360 research ethics and guidelines.
  • Provides supportive guidance and supervision to staff, and managers who are charged to implement projects within the assigned area of expertise, ensuring clear roles and responsibilities and maintaining clear lines of communication with project team members.
  • Collaborates with in-country technical advisors, external consultants and service providers as well as headquarter-based technical staff to ensure the project is implemented according to FHI 360 and USAID best practices, program framework, and in compliance with regulations.
  • Participates in senior management team meetings, decision-making, and planning.
  • Supervises and supports performance management and professional development of assigned staff, including ongoing feedback, coaching, and career support.
  • Provides review and input for program documents including work plans, monthly, quarterly and other USAID reports, and internal progress reports.
  • Coordinates with the monitoring, evaluation, and learning (MEL) team on all related activities including monitoring partner performance for quality MEL, capturing success stories and learning, MEL planning and reporting.
  • Represents the project in technical meetings, conferences, coordination platforms and in the media.

Required Qualifications 

  • Bachelor's Degree (advanced degree preferred) in international development, political science, human rights, media, or a related field.
  • 9+ years of relevant technical leadership and project management experience in international development programming with a specific focus on human rights, democracy and governance, including at least 5 years of senior management experience.
  • Proven track record in designing and delivering rights-based programs, including strategic advocacy planning, capacity strengthening and training, as well as facilitating and/or co-designing grant project plans.
  • Excellent organizational, analytical, project management, interpersonal, and proactive problem-solving skills with significant time management skills and ability to work in multiple projects as needed.
  • Comprehensive knowledge of Lebanon’s civil society sector and enabling environment.
  • Demonstrated ability to build positive working relationships with local communities, government officials, and donor representatives, and in working across different cultures.  
  • Track record in managing diverse teams to deliver impact within agreed timelines.
  • Fluency in written and spoken English and Arabic with track record in bilingual public speaking and event facilitation.
  • Proven computer skills with Microsoft tools.
