Purpose of the Evaluation
The evaluation will provide credible, independent, and evidence-based insights to:
- Assess the relevance, coherence, efficiency, and sustainability of the program.
- Present clear and quantified results, including number of beneficiaries, geographical coverage, and types of services delivered.
- Analyze the program’s contribution to health system strengthening and gender equality.
- Draw lessons on methodologies and operational approaches.
- Inform future interventions by AFD and partners in Lebanon’s health sector.
Scope and Key Questions
The evaluation will address:
- Relevance: Alignment with national health strategies and complementarity with other interventions.
- Effectiveness and Impact: Quantitative and qualitative results for women, children, caregivers, and communities.
- Efficiency: Governance, coordination mechanisms, and cost-effectiveness.
- Sustainability: Integration of project outcomes into public policies and institutional practices.

Methodology and Deliverables
The evaluation will follow OECD/DAC standards and AFD’s evaluation policy, using mixed methods (document review, interviews, focus groups, field visits, and data triangulation).

- Scoping Note: March 2026
- Draft Report: Juin 2026
- Final Report: July 2026
- Dissemination Workshop: September 2026
Required Expertise
The evaluation team must demonstrate:
- Minimum 10 years’ experience in program or public policy evaluation.
- Proven track record in development cooperation.
- Technical expertise in:
- Health systems (primary, secondary, tertiary care)
- Public health policies in Lebanon
- Gender equality and gender-based violence
- Social risk management and inclusion of vulnerable groups
- Strong skills in quantitative and qualitative methods, cost-effectiveness analysis.
- Experience in Lebanon or similar contexts; familiarity with multi-donor coordination.
- Language proficiency: Arabic and English and/or French.
