Vacancy Number: FVAC17.008 Name     TBD Job Title FOOD SECURITY OFFICER (CONSULTANT) – Regional Food Security Analysis Network (RFSAN) Division/Department FAO Representation Lebanon Programme/Project Number TCP/RAB/3502 and OSRO/RAB/401/USA Location Beirut, Lebanon Expected Start Date of Assignment:   Duration: Six months with a possibility of extension   Reports to     Name: Bruno Minjauw (local supervisor) and Tamara Nanitashvili (technical supervisor) Title: Resilience and Liaison Officer FAO, Beirut,  Lebanon; Food Security and Nutrition Officer, Regional Food Security Analysis Network (RFSAN), Amman, Jordan;     General Description of task(s)andobjectives to be achieved Under the overall supervision of the FAO Representative in Lebanon, the overall technical guidance of the Chief Technical Advisor (CTA) of the RFSAN project in Amman, Jordan, direct supervision of the FAO Resilience and Liaison Officer in Beirut, Lebanon, and direct technical supervision of the RFSAN Food Security and Nutrition Officer in Amman, Jordan, the Food Security Officer will support the Food Security Sector (FSS) in Lebanon, as FAO co-coordinator of the FSS in Lebanon (50% of time), while promoting RFSAN in Lebanon as focal point through generating/ sharing food security information and technically supporting partners (for the other 50 % of time). More specifically, this includes the following tasks:   FSS Co-coordinator: 1.    Take on role as FAO co-coordinator of the FSS in Lebanon along with WFP, and help manage the network of partners on a daily basis 2.    Ensure and promote strong evidence-base for all decision-making in the FSS, through collating updates from partners (including government) on prevailing food security issues and assessments conducted in Lebanon; 3.    Help Food Security Sector partners to produce and use food security information; 4.    Link FSS work to important response planning mechanisms such as Lebanon Crisis Response Plan (LCRP) 5.    Play an advisory role in the various technical working groups that exist and relate to FSL; 6.    Support FAO-Lebanon in the area of needs identification, programme and information management;   RFSAN Focal Point: 7.    Contribute to the preparation of regular and ad-hoc food security situation reports, bulletins, policy briefs, and other technical products and conduct secondary analysis to feed into country reports; 8.    Engage with key government stakeholders about priority needs pertaining to strengthening of a government-owned national food security information and early warning system; 9.    Identify research needs related to food security, livelihoods and resilience and support in organising/ funding and supervision of FSS/ RFSAN studies & assessments in Lebanon; 10. Support the development of food security, livelihoods and vulnerability analysis tools, as well as the development of vulnerability and livelihood profiles and food security monitoring indicators, as required; 11. Contribute to the preparation of training programmes for partners as required, contribute to or facilitate training of trainers courses; General: 1.       Assist in the preparation of the different project progress reports as required by the donor and in line with the rules and regulations of FAO; 2.       Assist in the formulation of project and programme proposals for FAO-Lebanon and RFSAN; 3.        Perform any other related duties as assigned by supervisors.   REQUIRED COMPETENCIES Advanced university degree in social sciences, agriculture, agricultural economics, economics, nutrition, development studies or any other related fields; Five years of relevant experience in conducting FS-related assessments and analysis Relevant work experience in coordinating food security/livelihoods or related programmes/projects and multi-disciplinary teams and/or task forces; Three years of programming experience in food security related areas such as agriculture, livelihoods, and/or nutrition; Demonstrated ability to work with and build partnerships with government and non-government stakeholders; Demonstrated ability and experience in drafting reports and training materials; Demonstrated communication and conflict resolution skills, as well as ability to work in a multi-cultural environment while responding to tight deadlines; Fluency in English and Arabic languages is required.
