 Organizational Setting The post is located between the FAO Representation in Lebanon and the central office of the General Directorate of Cooperatives in Lebanon (GDC), with possible field visits to the GDC’s regional offices located across all areas in Lebanon throughout the consultancy period.FAO is implementing the three-year Canada funded project “Support to women cooperatives and associations in the agro-food sector of Lebanon – GCP/LEB/030/CAN” in collaboration with the Ministry of Agriculture.The project aims at supporting through cash transfer and employment vouchers 150 Lebanese women cooperatives/associations to develop and implement a business plan in the agro-food sector. The project environment will be prepared by a feminist awareness campaign delivered in all the Lebanese regions. In parallel, a study will be conducted to assess the agricultural sector from a gender perspective. The study will identify challenges and constraints of women in the agro-food sector and identify opportunities and potentialities.Women cooperatives/associations will be provided with an extensive training package relevant to the cooperatives and the business. They will be coached by a group of trained facilitators to prepare feasible and profitable business plans. A number of the business plans will be selected for cash grant and labor voucher support.During the project, the Directorate General of Cooperatives will be assisted and upgraded according to a Quality management system roadmap and the status of the National Observatory of Women in Agricultural and rural Areas (NOWARA) will be improved.  Reporting Lines Under the overall supervision of the FAORs, the Lead Technical Officer (LTO), direct supervision of the project manager and with the continuous and close coordination and collaboration with Quality Management Consultant, the project team, the GDC concerned staff and other project experts, consultants and counterparts, the “Information Technology Consultant” should plan and implement an upgraded IT system and structure for the GDC counterpart, based on conducting the relevant assessments found necessary , as well as understanding the GDC structure and workflow systems. His/ her support will play a massive role in facilitating the current and future work of the GDC staff through improving their IT capacities, systems and related resources in line with their Quality Management System.  Technical Focus 

 

Information Management Systems, Computer software and applications, Information technology, Data tracking systems. Tasks and responsibilities 
  • Understand the current structure and workflow system at the GDC
  • Assess the capacities and the potentialities of improvement in the IT and Management information system
  • Provide a plan to upgrade the IT structure and the MIS management to be in line with the preconized Quality Management System
  • Develop a plan to upgrade the capacity of the GDC personnel to operate and manage the IMS
  • Implement the agreed capacity building plan to concerned staff of the GDC
  • Follow-up on the implementation of the system upgrade and IT structure and improve all related resources including IT equipment, internet connection, and data quality including a data tracking system based on sex-age disaggregated data.
  • Ensure operationalization of the IT and system and preview regular upgrade and maintenance.
  • Upgrade and improve the already existing websites of the GDC, NOWARA and the Federation of Cooperatives to make them a useful tool for information and or marketing.
  • Ensure the GDC staff are well aware of the FAO’s complaints system, grievance mechanism, hotline and contact information necessary for their reference once needed
 
  1. Expected Outputs:
  • One comprehensive report to be submitted by August 2019.
  CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING  Minimum Requirements    
  • Advanced University Degree in Information technology;
  • A minimum of five (5) years of professional experience in IT;
  • Good written and oral working knowledge in English and Arabic;
  • National of Lebanon.
