Vacancy announcment number: FVAC16.017 Job Title Lead National Consultant Division/Department FAO Representative in Lebanon Programme/Project Number GCP/LEB/026/NOR  “National Center for Forest Seeds of Lebanon (NCFSL)” Location Beirut - Lebanon Expected Start Date of Assignment December 2016 Duration: 400 days during 22 months Reports to Name:               Mr. Abdel Hamied Hamid                            Dr. Maurice Saadé Title: Senior Regional Forestry Officer/RNE FAO Representative in Lebanon   General Description of task(s)andobjectives to be achieved   Under the overall supervision of the FAO Representative to Lebanon,  in close coordination with the National Project Coordinator and with the technical guidance of the Senior Forestry Officer, FAO Regional Office for the Near East and North Africa (RNE), Cairo and the headquarters Technical Officer at Forestry Policy and Resources Division (FOA) (LTU) the Lead National Consultant will undertake the following tasks:   •              follow up with the National Project Coordinator (NPC), the Lebanese Agriculture Research Institute (LARI) and the Ministry of Agriculture (MoA) the designation of the technical staff to run the centre and conduct the different activities; •              develop the project work plan, including detailed budget needs and a schedule for activities to be carried out, and prepare the project progress reports, including through the final project report, and submit them to FAO; •              facilitate, in collaboration with the NPC and the FAO Country Office, the recruitment of the national consultants; •              make all necessary arrangements and preparations for the missions of the international consultants and FAO backstopping officers, including logistic support, mission schedule, availability of relevant documents, and meetings with relevant officials as needed; •              support the technical staff in the technical issues related to the running of the seed centre; •              facilitate the different workshops to be organized during the project period and assume full responsibility in preparing workshop reports/proceedings as applicable; •              make arrangements for the procurement of the necessary inputs as required by the project; •              liaise with the NPC, the international consultants to conduct the necessary actions for the establishment of a seed provenance system and a seed distribution system; •              organize a final wrap-up workshop, in close collaboration with the communication officer, the NPC and FAO; and •        perform other duties as may be required in order to ensure that project operations proceed according to schedule and foreseen project results are achieved.     key performance indicators Expected Outputs: -       Inception workshop -       Quarterly progress reports including updated workplan fro the following reporting period -        Final project report after the final wrap-up workshop including the terminal statement. Required Completion Date: 15 September 2018 Required Competencies Academic Qualifications The consultant must have a MSc. Degree in forestry sciences, biodiversity conservation, natural resource management or any relevant field; and extensive knowledge with at least seven years’ experience in conservation of forest genetic resources, forest management, biodiversity conservation, plant propagation and nursery management. •   working experience as a project manager is desirable. Technical Competencies and Experience Requirements Good communication skills (facilitation, extension, conflict resolution)  Working experience with MoA or LARI is a plus;  Working experience with an international organization is desirable; experience with FAO is a plus. Excellent Arabic and English writing skill; Good computer skill; Flexibility and ability to work within a team leader, to travel in country and to work onsite.
