General Description of task(s) and objectives to be achieved

Background

The Food and Agriculture Organisation of the United Nations (FAO) is currently implementing a Government Cooperative Programme (GCP) project entitled “Improved Water Resources Monitoring System/Integrated Water Resources Management at regional level in Lebanon” The Project is implemented by FAO in close collaboration with the North Lebanon Water Establishment (NLWE) and the Ministry of Energy and Water (MoEW). The project aims at improving the performance and enhancing the capacity of regional water management institutions leading to more effective planning and management of water resources and better water outcomes to end users. It does that through the provision of effective means to monitor water resources in the North Lebanon Water Establishment, thus support its institutional decision-making and resources planning for IWRM, and develop its capacity to raise institutional performance.

The project has the following outputs: (1) Established real time monitoring at key locations; (2) Established water quality monitoring at key locations within a pilot watershed; (3) Water Establishment/Watershed Prototype Monitoring System is developed, management authorities empowered, and their capacity is enhanced to operate the system - including preparation of a business plan to operate the monitoring system; (4) Water accounting tool implemented; (5) Informed decisions transferred to end-users to improve capacity for enhanced crop water productivity; and (6) Scaled-up approach through stakeholder platforms and data-sharing. The project started in November2017 and is expected to end in August 2020.

Specific objectives of the assignment

FAO is looking to recruit an experienced Project Manager to be responsible for the day-to-day management and implementation of the project. He/She will work under the overall guidance of the FAO Representative in Lebanon and the technical guidance of the Project Lead Technical Officer (LTO), in close consultation with the National Project Coordinator (NPC) representing the Ministry of Energy and Water

Duties, Responsibilities and Scope of Work

The incumbent will have the following tasks:

  • Liaise with the MoEW and other stakeholders to ensure the flow of cooperation and coordination in the implementation of the project, and ensure the participation of senior staff within relevant ministries in project activities;
  • Support the formulation of the project detailed work plan and make necessary arrangements for its successful implementation in a timely manner;
  • Monitor the project budget and prepare yearly expenditure plans with the support from the operations;
  • Prepare terms of reference and supervise task specific national consultants’ work and report on their performance;
  • Provide technical support to the implementation of the project approach, namely, real time monitoring, water accounting, and informed decisions transferred to end-users, so that products/services of the project will produce effects and changes for the target group;
  • Support the facilitation of establishing stakeholder platforms and data sharing to enable the scaling up of the project approach;
  • Review the progress made in the implementation of the project and lessons learned and make recommendations for improving the performance and the necessary adjustments to the work plan and budget;
  • Provide technical support to the preparation of communication materials of the project;
  • Develop LOAs/other types of service provision where necessary as per FAO procedures;
  • Be a member and act as secretary of the Country Project Steering Committee;
  • act as interlocutor among all parties for the project’s timely and satisfactory implementation, and ensure adequate access to data and information in governmental organizations for the project team;
  • Support the identification/development of training plans proposed under project outputs, and coordinate their implementation;
  • Prepare project progress reports to review and monitor the outputs/deliverable of the project against agreed work plan, and identify constraints and issues that require timely resolution and corrective actions.

 

Qualifications and Experience Requirements

The Project Manager should have:

  • Advanced degree in water resources management, irrigation, agronomy or related disciplines;
  • At least 5 years of relevant professional experience
  •  Familiarity with public and private water resources services and activities as well as International Organizations’ work.
