Organizational Setting
The multiple crisis the country is passing through since 2019, has resulted in plunging all socio-economic indicators and threatening food security and livelihoods of most of the Lebanese people.
This has led FAO and GAC to prepare this project with the objective of strengthening the resilience, the food security and the livelihoods of vulnerable men and women farmers and their families and communities in the different Lebanese regions.
The approval of this project took place while two other projects were under finalization for approval by other donors, FAO and the Government and which have similar interventions:
- OSRO/LEB/100/JPN: Increase resilience of vulnerable smallholder farming families affected by the economic crisis/Covid-19, funded by Japan for USD 439,863
- UTF/LEB/037/LEB: Support to Farmers Affected by the COVID-19 and Financial and Economic Crises, funded by the World Bank through the Government of Lebanon for USD 10 million.
The implementation of this Project will be made in coordination with those mentioned projects, on the voucher component and will build on completed projects particularly the recently completed SFERA project and the ones focused on dairy and poultry assistance completed in the past few years for the relevant components.
Moreover, linkages will be made between the Project and the farm registry that will be established at the Ministry of Agriculture by promoting the registration of Project beneficiaries in the farm registry for future assistance
Reporting Lines
The Technical Field Engineer reports to the Project Manager
Technical Focus
• Strong technical capacity in agriculture (mainly poultry and plant production and food processing will be a plus ) to cover the following components:
1. Voucher component;
2. Kits component;
3. Poultry component.
• Ability to report, coordinate and follow up with beneficiaries and partners.
• Field supervision of the good implementation of the project.
• Gender equality and women empowerment
Tasks and responsibilities
• Voucher component
- The field engineer will coordinate with the contracted NGO to train and coach all the voucher beneficiaries
- The field engineer will also coordinate with the Project gender expert for the gender related awareness sessions to be delivered to the beneficiaries
• Poultry component :
- Conduct verification visits and calls to the women beneficiaries of the previous FAO projects focusing on backyard poultry and validate the available information from the assessment
- Identify the items needed and calculate the quantities based on the available assessment
- Follow-up on delivery and distribution of inputs
- Coordinate with the poultry expert to provide coaching to the beneficiaries of the poultry component in good practices, bio secure practices, and marketing and small business management.
- Coordinate with the MIS expert to have the database updated for the poultry related component
- Coordinate with the poultry expert to report on related project indicators such as: Number of vulnerable smallholder men and women farmers enhancing their livelihoods and food security and number of semi-intensive poultry production packages distributed.
- Submit period reports
• Kits component:
- Coordinate with the NGO on the identification of kits, technical specifications and identification of potential suppliers
- Coordinate with the NGO on the delivery and distribution of the kits to the respective suppliers
- Coordinate with the NGO on the coaching of the kits beneficiaries
- Coordinate with the NGO and the MIS expert to have the project database duly updated with data related to the kits component
- Coordinate with the NGO to have the relevant indicators reported on such as : Number of agri-food kits/ micro-enterprises established through investment in productive assets, Percentage of men and women recipients of the kits/productive assets reporting an increase in knowledge as a result of coaching sessions in GAP and CSA, percentage of men and women recipients of the kits/productive assets reporting an increased use of GAP and CSA.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University Degree in Agriculture and/or any other related field.
• Minimum Three years of experience in farmers’ development.
• Very good reporting capabilities in English and Arabic language.
• National of Lebanon.
