Vacancy  Number: FVAC15.009 Job Title: Preparation of the national Work Plan in the context of the Forest and Landscape Restoration Mechanism Division/Department: FOM/FO Programme/Project Number: GCP/GLO/579/RoK Location: Lebanon Expected Start Date of Assignment: 1 September 2015 Duration: 80 to 100 days (PSA) Reports to:   Christophe BESACIER and  Maurice Saade Title: Forestry and Landscape Officer, FOM and FAOR Beirut   General Description of task(s) and objectives to be achieved The “Forest and Landscape Restoration Mechanism” (FLRM)  is established to coordinate and facilitate the development and implementation of projects, programmes and activities related to FLR in FAO member countries in full collaboration with other key actors. In particular, the FLRM supports the preparation and implementation of national FLR Action Plans in several countries in conformity with the current initiatives and programmes in each country. During the first session of the Advisory Group of the FLRM (July 2nd, 2015), Lebanon has been selected as a partner of the Forest and Landscape Restoration mechanism and a financial support will be provide by FAO to support FLR initiatives by 2018. Based on this decision a national Work Plan has to be prepared in Lebanon for the period July 2015 – December 2016. This initial phase of preparation will require technical assistance over the forthcoming months in order to develop a detailed national Work Plan in Lebanon. Under the overall guidance of the FAO Representative in Lebanon and in close collaboration with the ROs/Sub ROs,  the Forestry Officers of the FLRM team and concerned Governmental Authorities, the national consultant will: Identify the main gaps and urgent needs on FLR at the national level (with the idea to have an optimal leverage with current national initiatives on FLR in particular the NARP) and consider all the possible synergies with existing initiatives involving FAO (e.g. Ongoing Technical Cooperation Projects, Forest and Farm Facility, FLEGT, UNREDD, SFA, Climate Smart Agriculture...) and other FLR initiatives currently implemented by key GPFLR or LPFN partners (IUCN, WRI, GIZ, Cifor, World Vision etc...). Prepare a first version a national Work Plan for the implementation of the FLRM in Lebanon taken into consideration the recommendation provided by the FLRM team for the preparation of those national Work Plan (See structure in the Note). Support the organization of a national workshop /inception meeting with all relevant partners/stakeholders during the preparation phase of this national Work Plan in order to clarify all possible relevant collaborations/arrangements during the implementation phase of the national Work Plan and to locally exchange with key stakeholders on this national Work Plan. Finalize the national Work Plan to be implemented in Lebanon for the period July 2015 – December 2016. Carry out any other duties as appropriate. key performance indicators Expected Outputs: Identification of all relevant partners at national level involved in FLR initiatives Identification of main gaps for implementation of FLR initiatives First draft of the national Work Plan for implementation of FLRM National workshop with key FLR partners for discussion on the proposed Work Plan Final version of the detailed Work  Plan for the period July 2015 – December 2016 Required Competencies Expert with a recognized university or graduate school program in landscape and forestry or related fields; A minimum of 5 years’ experience in working in Lebanon successfully involving stakeholders/partners from various sectors Demonstrated ability to write and speak in English and the predominant language in Lebanon Demonstrated ability to manage/ operate an international collaborative effort Experience in an international organization will be desirable Required Completion Date: September 2015 September/October 2015 November 2015 November/December 2015 December 2015
