 Organizational Setting The post is located between the FAO Representation in Lebanon and the central office of the General Directorate of Cooperatives in Lebanon (GDC), with possible visits to the GDC’s regional offices located across all areas in Lebanon throughout the consultancy period.FAO is implementing the three-year Canada funded project “Support to women cooperatives and associations in the agro-food sector of Lebanon – GCP/LEB/030/CAN” in collaboration with the Ministry of Agriculture.The project aims at supporting through cash transfer and employment vouchers 150 Lebanese women cooperatives/associations to develop and implement a business plan in the agro-food sector. The project environment will be prepared by a feminist awareness campaign delivered in all the Lebanese regions. In parallel, a study will be conducted to assess the agricultural sector from a gender perspective. The study will identify challenges and constraints of women in the agro-food sector and identify opportunities and potentialities.Women cooperatives/associations will be provided with an extensive training package relevant to the cooperatives and the business. They will be coached by a group of trained facilitators to prepare feasible and profitable business plans. A number of the business plans will be selected for cash grant and labor voucher support.During the project, the Directorate General of Cooperatives will be assisted and upgraded according to a Quality management system roadmap and the status of the National Observatory of Women in Agricultural and rural Areas (NOWARA) will be improved.  Reporting Lines Under the overall supervision of the FAORs, the Lead Technical Officer (LTO), direct supervision of the project manager and with the continuous and close coordination and collaboration with the Information Technology Consultant, the project team, the GDC concerned management and staff and other project experts, consultants and counterparts, the “Quality Management Consultant” will be responsible for planning and providing a quality management system roadmap for the GDC counterpart with its main and regional offices across Lebanon , based on conducting the assessments, analysis and planning found necessary , as well as understanding the GDC structure and workflow systems.His/ her support will play a massive role in facilitating and qualifying the current and future work of the GDC staff through identifying their system’s gaps and needs, and directing them towards overcoming it.  Technical Focus 

 

 

Business Administration, Economics, Quality Management Systems- ISO 9001 Auditor, Lebanese governmental and public sector.   Tasks and responsibilities  The Quality Management Consultant will be responsible of the below tasks: 
  • Understand the current organizational structure of the institution, headquarters and regional offices, its different workflows as well as its existing Quality Management System;
  • Visit the different regional offices and understand their internal operations;
  • Assess the General Directorate of Cooperatives (GDC) current situation and its readiness to comply with the ISO 9001 standards and provide a roadmap to implement ISO 9001:2015 standards.
  • Analyse the gaps of the GDC  in relation to the ISO 9001:2015 requirements;
  • Ensure that the management of quality comprises the activities, resources, processes, organization and staff to ensure effective implementation of the Quality Management System from a top down approach;
  • Study and evaluate the effectiveness of existing management system and find the gaps with respect to recommendations of ISO 9001:2015 standard and best international practices in Quality Management System;
  • Report the findings in terms of strengths and opportunities for improvement with recommended improvement framework;
  • Assist the GDC in developing a vision and a strategy
  • Prepare a detailed roadmap to overcome the gaps observed in the Gap Analysis phase specifying the tasks, responsibilities, challenges, timeframe, resources and actors that need to be involved (internal/external).

  • Report of gap analysis, findings, strengths, opportunities and recommendations to be submitted by May 2019
  • Report on vision, strategy and road map to be submitted by September 2019
  • Capacity building by December 2019
  • Final report to be submitted by December 2019
    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING  Minimum Requirements    
  • Advanced University Degree in Economics, Business administration or other relevant field to this assignment, with background or good understanding of the governmental sector;
  • A minimum of five (5) years of professional experience in ISO 9001 Quality Management consulting;
  • Good written and oral working knowledge in English and Arabic;
  • National of Lebanon.

  • Qualified auditor on ISO 9001 standards;
  • Proven experience in executing or advising at least five (5) ISO 9001 projects in the government sector or organizations in/outside Lebanon;
  • Knowledge of relevant policies and regulatory framework of the Lebanese public sector;
  • Experience in working with FAO or other international organizations will be an advantage;
  • Demonstrated interpersonal skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
  • Computer literacy, Microsoft package;
  • Initiative, judgment, organizational ability and a good sense of teamwork and human relations.
