1. Project Context
As part of the EUSEEDS project (Enable, Upgrade and Spread Employability, Entrepreneurship and Digital Skills), co-funded at 89% by the European Union under the Interreg NEXT MED Programme, Forward MENA is launching a call for consultancy detailed below. The EUSEEDS project supports the creation and strengthening of 20 university employability centers across Cyprus, Egypt, Jordan, Lebanon, and Palestine.
This consultancy is targeting the following objectives:
- Production of a study identifying medium-term skills required to meet labor-market demand in the five target countries. (Cyprus, Egypt, Jordan, Lebanon, and Palestine)
- Understanding high-demand occupations and the emergence of AI-related competencies.
2. Objective of the Study
The purpose of the consultancy is to identify and anticipate professional, transversal, and digital skills needs in the labor markets of:
Lebanon / Jordan / Palestine / Egypt / Cyprus
in alignment with the European ESCO classification.
The study must:
- Map medium-term skills needs (3 to 5 years, focusing on soft/transversal and digital skills).
- Identify high-demand occupations across key sectors.
- Highlight digital and AI-related skills, including those emerging due to new technologies.
- Provide actionable insights to guide training, certification, and employability center services.
3. Methodology
The consultant must implement a methodology consistent with the project’s approach and EU program standards:

4. Use of the Study
The study will serve as the reference foundation for:
- Defining skills frameworks (soft/transversal and digital) for the EUSEEDS employability centers.
- Adapting training and certification offerings.
- Guiding curricula for micro-certifications.
- Supporting evidence-based planning by universities, labor-market institutions, and ministries.
