About RUWAD HOKOUK (FR)
Ruwad Houkouk FR, is working toward:
1) promoting the protection of stateless person by advocating for legal reforms and enactment of a comprehensive Nationality law, and modernizing the Personal Status Records law, and initiating a new law on Personal Status;
2) Strengthening access to justice for the refugees and stateless community living in remote rural areas.
Both components complement each other and should lead to improve the humanitarian aspects of this population in terms of right to identity and to basic fundamental rights such as education, health, and work.
Project Objectives
To reduce and prevent statelessness and promote legal protection for refugees and statteless persons in Lebanon.
Improve access to legal protection for refugees and stateless persons through direct provision of services, networking and monitoring of relevant actors, including public institutions.
The organization and running of the newly established FRH Center for Legal Services in Akkar/North Lebanon.
Major Duties & Responsabilities
1. Management of the Center
Assist in the establishment of the Center
Supervise the Center’s staff
Manage the Center’s operations and services
Coordinate with the main office in Beirut
Organize all meetings and capacity building sessions for the staff
Manage any other tasks needed for the full and efficient functioning and performance of the center
2. Supervision of Legal Counceling Services
Set the strategy and Action Plan of the legal services
Induct the newly recruited counselors and conduct training as required
Identify the direct beneficiaries
Assist in preparing legal aid policies, protocols, and procedures
Supervise and manage the counselors’ case preparation & case management
Decide on strategic ligitation cases and coordinate with the Senior Lawyer
3. Provision of Raising Awareness Sessions
Assist in the in the preparation and conduct of education sessions addressed to the wider community stakeholders on the subjects/ issues related to this project
Identify targeted beneficiaries
Coordinate with the trainer
Supervise the paralegal performance related to this task
Write activity reports
4. Leading legal and field research
Identify legal issues for research
Lead legal research on cases
Supervise paralegal performance related to this task
Draft analytical reports
5. Coordination with officials and other stakholders
Identification and coordination with locally based lawyers
Manage the coordination process with courts and local authorities and other NGOs & Stakeholders
Maintain good relations and outreach with host population, stateless persons in the region, civil society actors, and all relevant civil actors
Supervise paralegal performance related to this task
Qualifications Rquired:
University degree in Law or relevant humanitarian & social field
At least 5 years of working experience in a related field.
Excellent knowledge of human rights and relevant international standards.
Good computer skills in common word processing (MS Word), spreadsheet (MS Excel).
Excellent written and spoken Arabic and English;
Excellent communication and interpersonal skills
Ability to lead a team
Ability to manage legal and administrative operations
Ability to work under pressure and under tight deadlines
Living in the north (Akkar)
Able to travel in the Akkar area (Qobayat, Wadi Khaled...)
Car is an asset
