Program Director

Ruwad Al Houkouk is looking for an experienced Program Director to oversee daily internal operations, activities and programs. He / she Holds overall responsibility for the leadership and management of Associations’ programs, leading delivery of organizational strategy and driving programs towards high impact and significant measureable results.

Specific responsibilities of the Program Director

  • Representing the interests of the Association, acting as a single point of contact with senior managers
  • Ensuring an appropriate program framework is in place, incorporating the Association process if required
  • Directing and supervising the day-to-day management of the Association programs through their life cycle from end-to-end in strict compliance with donor requirements to ensure the desired outcomes and objectives are delivered
  • Preparing the global program brief, project initiation documents and budgets, and set out the options and justification for the proposed expenditure ensuring the proposal is sound and represents value for money
  • Assisting the Executive Director to identify, analyze, and respond to new funding opportunities, and drafting project proposals
  • Appraising options and submitting for approval
  • Securing resources and expertise as required, for example, appointing professional advisers to support the project sponsor role
  • Coordinating value management strategy and fostering teamwork
  • Determining and managing risks to the programs
  • Managing the program work plan and budget, the managers’ performance of delegated responsibilities, anticipate changes, introduce adjustments in a timely and efficient manner
  • Establishing formal reporting arrangements on programs or projects progress; and to ensure regular dialogue to promote problem solving, team working and risk sharing
  • Ensuring a continuous and effective Monitoring, Evaluation and Learning processes throughout the program life cycle
  • Ensuring an appropriate program framework is in place, incorporating the Association Policies and Procedures, and reviewing Process if required.
  • Defining criteria and tools for control and management of the program or project
  • Leading, guiding, motivating and influencing the work of the Associations’ staff in a purposeful direction and encouraging good performance and values
  • Performs other duties as required

 

The Program Director should be able to:

  • Apply quality management principles and processes
  • Apply risk assessment and management principles and processes
  • Network effectively, negotiate well and influence people
  • Be aware of the broader perspective and how it affects the program

 

Qualifications and competencies

  • Master degree in management and finance, public administration, or other relevant fields
  • A minimum of 6 years’ experience in Program Management, Program Development and monitoring and evaluation
  • Knowledge of human rights principles and standards
  • Experience in proposal writing and donor reporting
  • Experience in preparing budgets and monitoring expenditure
  • Exceptional communication skills with fluency in both English and Arabic language
  • Can work under pressure to meet strict deadlines
  • Attention to detail with strong follow up
