Overview of FRH:

Ruwad al Houkouk is a non-profit and apolitical NGO that aims at enhancing the human rights of vulnerable marginalized groups in Lebanon. The association’s target population is the refugees, stateless persons and migrant workers. Its main activities include legal services, produces policy papers and conduct advocacy activities.

Job Summary

Ruwad Al Houkouk is looking for an experienced Program Director to oversee daily internal operations, activities and programs. He / she Holds overall responsibility for the leadership and management of Associations’ programs, leading delivery of organizational strategy and driving programs towards high impact and significant measureable results.

Specific responsibilities of the Program Director

  • Plan Association’s programs from start to finish, including processes, milestones and deadlines.
  • Develop the budget for the operations of programs and monitor each program to keep it within budget.
  • Direct and supervise the day-to-day management of the Association programs through their life cycle from end-to-end in strict compliance with donor requirements to ensure the desired outcomes and objectives are delivered.
  • Track the progress of the programs and produce reports on each program’s success.
  • Identify developing needs and pitch ideas for new programs.
  • Respond to new funding opportunities, and draft project proposals.
  • Prepare the global program brief, project initiation documents and budgets, and set out the options and justification for the proposed expenditure ensuring the proposal is sound and represents value for money.
  • Represent the interests of the Association, acting as a single point of contact with senior managers.
  • Secure resources and expertise as required, for example, appointing professional advisers to support the project sponsor role.
  • Hire, train and build a strong team by leading, guiding, motivating and influencing the work of the Associations’ staff in a purposeful direction and encouraging good performance and values.
  • Ensure Staff compliance with Association’s Code of Ethics and internal policies and procedures.
  • Ensure a continuous and effective Monitoring, Evaluation and Learning processes throughout the program life cycle.
  • Ensure an appropriate program framework is in place, incorporating the Association Policies and Procedures, and reviewing Process if required.
  • Determine and manage risks to the programs.
  • Define criteria and tools for control and management of the program or project.
  • Performs other duties, as required.

The Program Director should be able to:

Qualifications and competencies

  • Master degree in management and finance, public administration, or other relevant fields
  • A minimum of 6 years’ experience in Program Management, Program Development and monitoring and evaluation
  • Experience in Program Management or Program Development is a must
  • Knowledge of human rights principles and standards
  • Experience in proposal writing and donor reporting
  • Experience in preparing budgets and monitoring expenditure
  • Exceptional communication skills with fluency in both English and Arabic language
