Human Resources Officer (Replacement)

-Administrative Management & Follow-Up:

  • Organize the necessary personnel and contractual documents for all FPS staff;
  • Ensure that all HR related documentation and files –concerning the project personnel: Consultants, and interns are complete and updated by managing the physical and electronic archival of documents as per the archiving and filing process;
  • Prepare administrative equipment of staff in coordination with the Logistics, Fleet & Security Manager (access cards, business cards, insurance cards, etc.)
  • Forward and follow up requests and complaints to insurance company on a regular basis;
  • Update daily the HR files for audit and verification visits;
  • Follow up with the new joiners on list of documents & set up employee files.
  • Handle the attendance of the staff through following up on the time sheets and updating the leave balance and ensure there is adequate coverage during periods of absence.
  • Provide necessary HR data and reports to the Director of Operations and Head of Mission.

-HR Management for all FPS Staff:

  • Maintain confidentiality of all HR documentation & files;
  • Ensure the implementation and respect of HR policies and procedures;
  • Ensure the implementation of disciplinary measures (preparation of explanation letters, minutes of meetings, warnings, etc.)
  • Provide HR briefings to FPS staff when needed;
  • Prepare consultancy contracts and amendments inline with management and legal.
  • Ensure each consultant is aware of contract terms & conditions;
  • Review & send the local staff contracts and amendments to the HQ for approval and validation;
  • Keep track of all staff leaves and ensure coverage during periods of absence in coordination with adequate parties;
  • Follow up on the evaluation/appraisals deadlines for national staff and inform their managers accordingly;
  • Ensure the respect of termination procedures and prepare all necessary documents (exit interview & related forms);
  • Update the coordination and key staff organizational charts;
  • Follow up on expatriates’ contracts/amendments dates, validation of their leave requests’ and update concerned parties accordingly.
  • Address challenges encountered by field and office personnel.
  • Conduct regular meetings with management to go through Human Resources related issues: project progress, identify key challenges, and address other issues.
  • Conduct weekly meetings with the Project coordinator and management to identify and deal with key challenges and address other needs.

-Recruitment:

  • Ensure that the recruitment policy is being implemented and respected;
  • Implement and advocate for the National Mental Health Programme MHPSS recruitment criteria in all aspects of program work.
  • Maintain and ensure the completion of all recruitment documents in HR files;
  • File and archive the resumes received in the appropriate location;
  • Be the focal point for the communication with candidates throughout the whole process;
  • Schedule technical tests and first & second interviews;
  • Coordinate and organize panel interviews when needed;
  • Prepare the integration & on-boarding of any new employee/consultant, and make sure the managers are implementing the induction plan;
  • Follow-up and send regret letters to all candidates as soon as a candidate is selected.

-Capacity Building:

  • Work closely with Project Coordinator and management to: ensure support, capacity building, well being, and training development for clinical staff.
  • Ensure that all FPSC staff receives appropriate and adequate MHPSS orientation including psychological first aid, crisis management, and mhGAP.
  • Archive training certificates in HR files as per the archiving process if applicable;
  • Forward to line manager the identified skills to be improved that were reported in performance appraisals;
  • Update the concerned parties according to trainings received.
  • Build the staff capacity to better implement programs.

-Payroll:

Prepare payroll at the end of each month in close coordination with the Finance Officer;

Requested Competence/Skills/Profile:

 

  • BS in Business Management, Human Resources or Work Psychology; Master’s degree in Human Resources is a major plus.
  • Minimum 2 years of experience in a related field.
  • Experience working within the fields of disability and/or health is highly valued.
  • Previous relevant experience within an NGO/INGO is highly valued.
  • Arabic and English languages are mandatory.
  • Proficiency in all MS Office is highly valued.
  • Good coordination and communication skills are key.
  • Excellence in organizing, planning and prioritizing tasks.
  • Ability to communicate any technical or non-technical topic with clarity and to share any important project information with the team.
