MHPSS Team Leader - Repost

Main Responsibilities:

● Is the focal point of the Community Mental Health (CMH) Team at the Zahle Community Mental Health Center (Psychiatrist, Psychologists, CMH Nurse and CMH Case Managers) for the implementation and coordination of Mental Health and Psychosocial Support (MHPSS) 

● Ensure the service delivery in line with the national mental health strategy and the national mental health accreditation criteria, and ensure effective coordination with the SDC administrator. 

● Oversee the CMH teams as they develop and implement each beneficiary’s coordinated recovery oriented mental health care plan. 

● Ensure the timely delivery of appropriate case management and clinical mental health services to beneficiaries in need. 

● Take the lead on complex emergency mental health cases, ensuring their treatment and overall protection. 

● Support CMH team members in the development and implementation of preventive mental health measures in the CMHC, and throughout the local community. 

● Supervise the implementation and quality of MHPSS sensitisation and destigmatization activities which are conducted within the CMHC SDC, and throughout the local community. 

● Advocate for better mental health services, rights of person with mental health conditions and against stigma 

● Strive to deepen the level of SDC—CMHC service integration, expand service delivery reach, and widen the team’s scope of practice 

● In close collaboration with the Project Coordinator and the Mental Health Technical Adviser, contribute to capacity building of the team 

● Ensure the data collection is being completed appropriately according to FPS and MOPH MHIS standards and contribute to the data analysis process. 

The main responsibilities and activities of the Community Mental Health Center Team Leader can change depending on the work organization and the team composition. 

 

 

2. Planning and organizing the Community Mental Health teams activities: 

● Communicate in a clear and timely manner with the FPS, National Mental Health Programme (NMHP), other partners, and the SDC administrator on all relevant matters 

● Oversee the organization of the team’s schedule 

● Ensure that all necessary forms and questionnaires (i.e., clinical intake forms, progress notes) are properly completed and uploaded on a weekly basis. 

● Ensure the timeliness and proper use of data collection as per NMHP recommendations 

● Gather and organize all other required materials from the CMH teams and upload them (following approval from the Project Coordinator and Mental Health Technical Adviser) on a weekly basis 

● Provide organized bi-weekly reporting on the case management and clinical activities of the CMH team. 

● Attend bi-weekly planning sessions with the Project Coordinator and Mental Health Technical Adviser. 

● Provide organized bi-weekly reporting on all activities conducted in the community 

● Collect and maintain all financial supporting documents 

1. Payment voucher requests (pending vouchers and confirmed) 

2. Bills/invoices, receipts, petty cash justification.

● Manage and report all referrals. 

● Follow-up with the CMH team on the compliance with the national clinical protocols 

● Monitor and report the status of the psychotropic medications (in coordination with the pharmacist): 

1. Team mobile pharmacy 

2. SDC/PHC pharmacy (double check in parallel with the pharmacist stock count) 

3. Expiry dates 

4. Sign stock count Delivery notes when receiving or when giving psychotropic medications. 

5. Request psychotropic medications (from SDC Pharmacy or NGO) ● Conduct quarterly performance reviews of all staff members and report findings 

● Ensure partners’ Visibility: Logos/Badges/ Stickers on medications 

● Complete any additional requirements laid out in the CMH team policies or standard operating procedures

 

3. Oversee the proper implementation of the community mental health interventions: 

● In coordination with FPS Project Coordinator, Mental Health Technical Adviser, and NMHP, lead efforts to define effective, culturally appropriate, evidence-based mental health interventions at the community level. 

● Seek out and build relationships with civic, religious, and security force leaders throughout the community; advocate for mental health initiatives; develop partnerships that can increase the reach and scope of MHPSS service delivery. 

● Explore and detect potential risk factors influencing the mental health status of the target population. 

● Actively support the conceptualization and development of creative measures to address community-specific concerns affecting implementation of MHPSS services or mental health in general 

● In coordination with the Mental Health Technical Adviser and partner NGO technical consultant, oversee the organization of mental health activities. 

● Oversee planning of mental health sensitization activities, public information sharing, and destigmatization activities in the PHC/SDC and throughout the community. 

● In collaboration with the mental health team, develop and implement innovative preventive mental health interventions and activities within the PHC/SDC as well as the wider community. 

● Assist in the improvement of referral mechanisms. 

● Ensure that CMH team abides to the external representation policies (including visibility) in place.

Requested Competence/Skills/Profile: 

● Education: MA degree is required. A Master in Public Health is preferred. A university degree in a health or mental health-related field is also a must. 

● Experience:  Experience working within the field of mental health is highly valued. 

- At least 3-5 years of experience in management positions and/or NGOs 

 

Required professional skills:

- Coordination and management skills 

- Monitoring and evaluation skills 

- Trained in human resource management is a plus 

- Training on Frontline Crisis Management Protocol is a plus 

 

Knowledgeable or willing to build capacity in: 

- Mental health in complex emergencies (IASC guidelines, Psychological First Aid, mhGAP…) 

- Bio-psychosocial model in mental health 

- Community-based approach in mental health 

- Human rights-based approach in mental health 

- The predictable stresses of humanitarian aid work and the policies and practices needed to mitigate them

Language proficiency: 

- Fluency in Arabic and in English is a must. 

 

Computer skills: 

- Proficiency with Microsoft Word, PowerPoint, and Excel 

- Proficiency in SPSS or STATA is a plus. 

 

Working Hours: 8-5 from Monday to Friday.
