MHPSS Technical Advisor (Repost)

Period of Performance: 

1 year, renewable

Part-time position (8 days per month)

Level of Effort: Technical support for the MH program management team and field staff, Monitoring visits to Zahle Community Mental Health Center (CMHC), facilitation of technical meetings, provision of training and finalization and revision of material.

Task Description: Consultant will serve as MHPSS Technical Advisor

Specifically, Consultant will complete the following tasks:

Scope of Work:

The main responsibilities for the MHPSS Technical advisor include the following:

Support the development and implementation of mental health case management services for the different targeted communities mainly displaced Syrians and vulnerable Lebanese;

Support the development and implementation of mental health awareness activities targeting stigma in Bekaa area.

Provide oversight, direct and supervise relevant activities of FPS Lebanon program supported mental health program team.

Assist in the development of mental health service referral systems for beneficiaries identified as seeking these services.

Work with NMHP service development coordinator, FPS Program Coordinators, medical staff, Mental Health Project Coordinator and MHPSS supervisor to design and implement a system for mental health delivery protocols.

Work closely with NMHP technical coordinator, FPS Mental Health Project Coordinator and MHPSS supervisor to ensure standardized approaches to mental health programming.

With NMHP technical coordinator, FPS Mental Health Project Coordinator and MHPSS supervisor to identify gaps in services and propose areas for future intervention in the field of mental health.

Work with NMHP quality improvement coordinator, FPS Mental Health Project Coordinator and MHPSS supervisor on implementation of national mental health accreditation standards, monitoring (including outcome indicators), evaluation and reporting

Conduct capacity building trainings for FPS contracted staff as needed and as requested by FPS and NMHP.

Monitor the clinical performance.

Qualifications:

Education/experience                                 

MA in Clinical Psychology with a clinical license/diploma to provide psychotherapy Experience     

3-5 years as a psychotherapist and at least 2 years of supervision.

A letter of completion of the clinical supervision from the clinical supervisor is preferred.

Experience in mental health work with displaced persons / culturally diverse groups;

In depth knowledge and experience  in mental health and psychosocial support services and/or policy development in low-income or middle-income countries;

Training experience required

Personal interest in community mental health

Previous NGO experience is a plus

2-Skills                                                         

Trained on and able to provide supervision on evidence-based psychotherapies

Mental health in complex emergencies (IASC guidelines, Psychological First Aid, mhGAP, crisis management protocols…)

Ability to provide technical input into the design, implementation and evaluation of MHPSS programmes.

Skilled or willing to build capacity and knowledge in:

Developing family-centered, goal and strength focused, recovery oriented care plan

Biopsychosocial model in mental health

Community-based approach in mental health

Human rights-based approach in mental health

Evidence-based approach in mental health (e.g., IPT, CBT,TF-CBT, EMDR)

Knowledge about the predictable stresses of humanitarian aid work and the policies and practices needed to mitigate them

Good command of English (speaking & writing). Fluent in spoken Arabic

Good communication and teamwork skills.

Ability to work independently.

Deliverables:

Timely and Regular Monthly Updates, Feedback and Guidance through regular technical meetings and field visits as agreed by the MH project Coordinator.

Location of Work: Beirut, and will conduct her/his work in Bekaa area.
