Country Director

Reporting Line

The Country Director (CD) directly reports to the Chief Operations Officer (COO)

 

Primary Responsibilities 

To implement RET’s strategy and programme in a timely, effective and efficient manner;

To monitor programme progress and quality, and ensure adherence to organisational and internationally recognised standards of implementation;

To produce quality donor narrative and financial reports in coordination with the COO;

To ensure the coherence and effective coordination of the programme;

To represent RET to donors in Lebanon as well as ensure proper coordination with National Authorities and International counterparts;

To coordinate, harmonise and link the work of the implementing partners when applicable;

To ensure adequate monitoring and evaluation of the programme including the identification of needs and gaps in coordination with the Regional Technical Director or equivalent;

To write project proposals (narrative and financial) to address the identified needs;

To review or develop the relevant Work Plans and revise them as may be necessary;

To be responsible for recruitment, performance management and staff’s development. This will include ensuring that all staff members have performance objectives and are managed according to performance;

To coordinate activities of the Administration and Finance staff and of all the field staff to ensure implementation and administration programme activities are harmonised;

To ensure participation and involvement of relevant stakeholders in project implementation so that the process is inclusive, participatory and transparent;

To promote identification and synthesis of best practices and lessons learned to support project improvement and facilitate organizational knowledge building;

To ensure strict adherence to effective and transparent use of financial re- sources in line with internal RET and donor policies and procedures;

To monitor budget expenditures and disbursements, and also review the financial data before submission to HQ in Geneva as well as provide quarterly projected expenditures;

To gather and disseminate security information and implement appropriate security responses to crisis, in collaboration with established Security systems;

To build a strong staff team;

To perform other duties as assigned by the COO.

 

Secondary responsibilities

To prepare the monthly SitRep and ensure the effective flow of information between operations in Lebanon and the RET headquarters’ offices in Geneva;

To enhance the visibility of the organisation;

To organise field visits of RET Senior Management and occasional other visitors.

 

In addition, like all RET Staff

  • Comply with internal policies, ensuring that activities and their performance comply with what is established in RET's Code of Conduct and other policies;
  • Work as a team to achieve RET’s goals;
  • Manage in a transparent way RET’s resources, fulfilling effectively and efficiently the tasks entrusted;
  • Propose, constructively, alternative solutions to problems that arise in the work area.

 

Qualifications

  • Advanced University Degree (preferred) in Education, Social Sciences, or related field
  • At least 5 years of experience in a senior management position in an INGO, or large organisation 
  • Experience working with ministries, donors and other counterparts
  • Ability to lead strategic planning, results-based management and reporting
  • Ability to lead team effectively and shows mentoring as well as conflict resolution skills
  • Excellent organizational skills including the ability to strategically prioritize and meet deadlines
  • Excellent writing skills, with analytical capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports
  • Strong financial management skills and/or project management skills are necessary for this position
  • Strong communication skills
  • Openness to change and ability to work under challenging circumstances
  • Fluent in English and Arabic
