Objectives and scope of works for the Junior NKE:
In close collaboration with the TL, the Junior NKE will:
· - Assist in developing and complement to the overall concept for the curriculum development, and help build the training programme (objectives, contents, methodologies) addressing the existing Training Needs Analysis (already done by the TAT);
· - Participate in the Capacity building meetingsspecifically those supported/conducted by KE2, and will follow-up on specific issues raised by members in the WG through the consultations and workshop discussions;
· - Organize and conduct round-table meetings on Social Dialogue related themes with representatives from the beneficiary (MOL) and other stakeholders involved in the capacity building field (Ministry of Labour, ECOSOC, Trade Unions, Employers’ Associations, Civil Society Organisations (CSOs);
· - Adapt and expand the training materials to the partners’ needs and expectations in the relevant modules (listed below);
· - Develop concise presentation materials, including poignant supporting information sheets (tools & techniques to be used, handouts and others) for all the training sessions in close coordination with KE2;
· - Facilitate the trainings for the Social Partners in a very interactive way as per the existing capacity building plan;
· - Evaluate the process and achieved results using proper evaluation tools;
- Document the achievements and lessons learned.
The Training material and sessions shall be developed under the supervision of the KE2 (Key Expert for Training and Communication) and in close cooperation with the beneficiary and the other partners.This list may not be exhaustive, and additional works (similar to the nature of this assignment) may be required by the TL.
. Methodology:
In close collaboration with the TL and guidance from KE2 the Junior NKE will:
1) Prepare a workplan for the mission to be approved by KE2 and Team Leader.
2) Review pertinent / relevant sources of information (with particular reference to capacity building of social partners (trade unions and employers associations), and CSOs;
3) Support and assist developing a full curriculum (objectives, contents, supporting training materials, choice of methodologies, verification of achievements) pertaining to the following topics, grouped as Module II:
Module II- Legal and Institutional Framework of Social Dialogue and introduction to typical social dialogue subjects: General background, international practices of “Social Dialogue”, Fundamental Rights at work, including Decent Work Charta, Corporate Social Responsibility (CSR), Networking among public institutions, pension rights and schemes, and others.
4) Prepare Power Point Presentations in training sessions (a total of 5 full-day-trainings is envisaged to build the capacities of the social partners in relevant social dialogue issues);
5) Document all works providing evidence (original workshop contributions of participants, any other relevant documentation produced by the participants)as reports in soft and hard copies; all training materials (distributed as background readers and/or facilitating discussions) must be translated into Arabic.
Deliverables: The usual place of provision and discharge of services is the Project office housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut.The deliverables are as follows: - Capacity building plan developed, aligned with the existing training needs analysis as well as the broader framework of the Project’s operations plan; - Curriculum lay-out with a clear cut rationale developed, following the outline provided and shared with KE 2; - Training delivered: At least 5 Full-Day Trainings should be prepared, implemented and assessed, with guidance from KE2;-A report after each training session is required together with an Evaluation Sheet on the training to be filled by participants;
A final report summarizing the lessons learned and the way forward.
Time-line:
Works (of 40 working days) shall be implemented in the period July 2016 to April 2017 (indicative).
This includes the tasks of preparation, implementation (1-2 training sessions per month) and reporting.

All documents to be provided in English; training materials to be provided in Arabic.
A selection of other documents (e.g. background reading material) will be translated into Arabic by the Project.
