Senior Non Key Expert (Snke) In Solid Waste Management

Objective of the assignment: To prepare and deliver training and consultancy services in Solid Waste Management for Municipalities and Unions of Municipalities, who participate in the EU funded “SWAM” Project in order to enable them to successfully participate in the SWAM Project and to increase their administrative capacities in providing public services. Requested services In principle, the training and consultancy services of the NKE have to be based on the concept for training and consultancy in Solid Waste Management (SWM), agreed with OMSAR and the EU. In specific, the agreed overall objectives and the overall expected outcomes of the training are binding for the NKE. Based on the findings from the consultancy visits, the consultant will adapt / fine-tune the training program in order to have the training content (topics) adapted as much as possible to the needs of the Municipalities and the SWAM project. (A)     Consult 15 Municipalities / Unions of Municipalities in Solid Waste Management (SWM) Meet the president and / or council members and the local solid waste management specialists Inquire about the specific local situation and conduct a stock taking about the current solutions applied and problems encountered in the municipality regarding solid waste management Provide advice about the most urgent steps to be taken in order to successfully participate in the SWAM Project Inform the Municipalities / Unions of Municipalities about the aims and expected outcomes of the upcoming training and advise them to select the most suitable participants for the SWM training After each visit, produce a short report according to a standard template which includes the findings of the visit as well as first general recommendations in order to successfully participate in the SWAM Project (B)     Prepare and implement training in Solid Waste Management Prepare a detailed training outline / scenario for four (4) days of training in Solid Waste Management Prepare a detailed time table for the training which allows interactive training Prepare of all necessary teaching and learning materials for the workshops (e.g. PPT Presentations, Work sheets, exercises, case studies, hand-outs, additional background INFO etc.) Present the training materials and hand-outs to the TAT at least one (1) weeks before the actual training dates Deliver interactive training workshops in SWM during four (4) days in July and August 2016 Deliver a training evaluation and short summary report about the training for each of the two groups (A and B) When preparing, planning and conducting the workshops, the expert will do its utmost to ensure, that the defined and agreed objectives and expected results (for the whole training as well as for the individual modules) are achieved.
