. Objectives and scope of works for the Senior Expert: SNKE (40 w.d.)
The objective of this RFPS is to mobilise professional services integrating a wide spectrum of knowledge in the thematic field of collective bargaining. The Senior Expert will:
Identify the training needs of the participating delegates based on explorative analysis of participants through diagnostic questionnaires followed by focus group discussions;
Develop a comprehensive curriculum reflecting the objectives of the training, including targeted results, training materials supporting the learning process of participants, verification of the results’ achievements (by written diagnostic testing);
Develop sequenced training materials and their structuring into modules, including theories on bargaining;
Design and description of role playing sessions (simulation sessions) enabling participants to reflect their own behavior in (simulated) negotiations, including verbal communication patterns and body language;
Develop checklists for application of good principles of bargaining;
Collect study materials of pertinent case studies from the region (and Lebanon) illustrating successful negotiations and failures, and lessons to be learned from these for Lebanon;
Make all necessary technical and conceptual (curricular) arrangements for the conduct of workshops and facilitate their implementation, in collaboration with the JNKE for this component, and the Technical Assistance Team (TAT);
Facilitate the Working Group meetings and workshops through group work discussions and their documentation, making PPT presentations and support the evaluations of the workshops, and the whole training course.
This scope of works is indicative, and additional works (similar to the nature of this assignment) may be requested by the TL.
. Methodology
In close collaboration with the TL, the Senior NKE will:
1) Prepare a diagnostic approach (including questionnaire) to explore the perceived training needs and the existing knowledge of the participants on the subject of collective bargaining for discussion with the TAT and their Counterparts in the MOL;
2) Develop a curriculum concept and training work plan for review with the TAT and their Counterparts;
3) Present relevant sources in the form of informative readers (abstracts, diagrams etc.) for background information of workshop participants;
4) Make conceptual inputs to workshop preparations, jointly with the KEs of the TAT, covering both contents and methodologies;
5) Jointly with the KEs partake in workshop preparations, and provide support to the relevant Working Group;
6) Document (in writing and printing) all works providing evidence (as reports) in soft and hard copies; all workshop materials (distributed as background readers and/or facilitating discussions must be translated into Arabic);
7) Review pertinent / relevant sources of information (with particular reference for the local challenges) informing Lebanese (non- and ) successful cases of successful collective bargaining;
8) Present relevant sources in the form of informative readers (abstracts, diagrams etc.) for background information of workshop participants;
9) Make conceptual inputs to workshop preparations, jointly with the KEs of the TAT, covering both contents and methodologies;
10) Organise and make presentations in workshop sessions (a total of 6 one-day-workshops is envisaged to achieve a good level of knowledge and competence of the participants to successfully train targeted groups (employers’ and trade unions’ representatives) in the area of collective bargaining;
11) Document (in writing and printing) all works providing evidence (as reports) in soft and hard copies; all workshop materials (distributed as background readers and/or facilitating discussions must be translated into Arabic);
. Deliverables
The usual place of provision of discharge of services is the Project office housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut.
The deliverables are as follows:
Based on a thorough Training Needs Analysis of the targeted participants the Senior NKE will present a comprehensive capacity building concept for the whole consultancy and for each workshop, reflecting the expected results, methodology and contents of the training, and the anticipated assessment procedure; this will be presented to the TAT;
At least six training and capacity building workshops on the art of collective bargaining will be prepared, implemented and assessed in close collaboration with the TAT;
All training materials will be presented to the TAT (in English and Arabic);
A final report after completion of the training sessions is required;
All reports (including workshop documentations) will be provided in English and Arabic language.
The assignment is scheduled for a period of 40 working days (w.d.), stretched over a period of 4 months (see no. 5. Time-line). The SNKE will be guided by the Team Leader (TL).

. Qualification and experience
University degree (Masters level in Social (Political, Public Administration) Science or related field
Excellent verbal and written communication skills in English and Arabic.
Excellent writing and editing skills in English and Arabic
Strong interpersonal and communication skills
Strong analytical and organizational skills
Application of the consulting approaches, including at least 3 workshop moderations in areas of capacity development
Professional experience:
Minimum of eight years of professional experience in the area of Social Dialogue, preferably in areas related to collective bargaining
Specific Experience:
Minimum of one year work experience in ENPI region
Experience in organizing (at least 3) workshops as moderator/facilitator and manager/organizer preferably, related to Social Dialogue theme.
