Project Manager – LHF Project

Key Responsibilities

• Project Planning & Implementation

• Lead the full project cycle management and ensure timely and complete implementation of the approved proposal.

• Develop detailed activity plans and ensure alignment with project targets and donor standards.

• Oversee the beneficiary selection process to ensure transparency and inclusion.

• Ensure project delivery meets technical minimum standards in Education, Shelter, and WASH sectors.

• Coordinate with local authorities and stakeholders to ensure project acceptance and smooth implementation.

· Financial Management

• Prepare, monitor, and implement financial and procurement plans.

• Approve procurement requests and ensure accurate budget line allocations.

• Ensure full compliance with HAND’s procurement policies and LHF/OCHA regulations.

• Monitor financial reports and expenditures for accuracy and compliance.

• Coordinate with the Finance department to ensure proper documentation and budget tracking.

· People Management

• Manage project staff, establish clear reporting lines, and lead recruitment when necessary.

• Provide coaching, mentoring, and capacity building to team members.

• Conduct regular team meetings to track progress, review challenges, and align on priorities.

• Ensure accountability and timely verification of data and documentation.

· Monitoring & Evaluation

• Ensure effective beneficiary targeting and delivery tracking.

• Apply a results-based management approach to measure project impact at household and community levels.

• Conduct regular field visits (when safe) and ensure technical quality of interventions.

• Work closely with the MEAL team to implement monitoring frameworks and incorporate community feedback mechanisms.

· Reporting & Coordination

• Ensure timely and high-quality internal and donor reporting (weekly, monthly, interim, final).

• Maintain accurate documentation and audit-ready records of project activities.

• Represent HAND in relevant external meetings, including sector coordination and donor briefings.

• Ensure effective internal communication with other departments and the Programs unit.

• Contribute to lessons learned, best practices documentation, and knowledge-sharing.

Qualifications & Requirements

Education:
Bachelor’s degree in Project Management, International Development, Civil Engineering, Education, Public Health, or related field.

Experience:
Minimum 4 years of experience in managing multi-sectoral humanitarian projects, preferably with international donors (OCHA, UN, etc.

Skills:
Strong project management and leadership skills – Excellent communication and reporting skills – Familiarity with donor guidelines, especially LHF/OCHA – Ability to manage budgets and monitor expenditures

Languages: Fluent in Arabic and English (spoken and written).

Other Requirements:
 Valid driving license – Ability to travel within the region as require
