Shelter Officer

Key Responsibilities 

Implementation: 

Provide Shelter Training and fire awareness sessions to beneficiaries in accordance with HAND’s SOPs and guidance 

Ensure the distribution of shelter relief items to beneficiaries in coordination with Logistic team and/or other partners. 

Implement shelter activities, including but not limited to rehabilitation, Cash for Shelter, weatherproofing and distribution of shelter relief items. 

Guarantee the respect of Minimum International Standard as communicated by line manager and HAND guidelines. 

Conduct needs assessment at field level, following the recommendations of the line manager. 

Prepare a complete Bill of Quantities (BOQ) for the unit technically evaluated on the field; the preparation of the BOQ will include: definition of items, describing the specifications, the quantity and the quality of materials required Measure and validate the works implemented by the beneficiaries or contractor. 

Supervise contractors in the implementation of activities and provide technical guidance as needed. 

Ensure the identification and referrals of needs following HAND’s guidelines and in collaboration with line manager. 

Ensure compliance with HAND’s strategies and methodologies at field level, follow up and adhere to available SoPs and Guidelines. 

Collect MOU/handover signatures from beneficiaries and owners, and clearly explain the roles and responsibilities for each party. 

Participate in the RNA (Rapid Needs Assessment) when requested by line manager. 

Support other HAND teams, if requested by the line manager. 

Participate in team workshops and lessons learnt sessions. 

Communication: 

Participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information. 

Ensure referral of cases in need following HAND internal referral mechanism. 

Communicate HAND’s policies at field level when needed. 

Report complaints received from beneficiaries and maintain transparency and clarity in communication; 

Follow up on the implementation of the activities by conducting daily field visits. 

Reporting: 

Report any serious delay, problem or other relevant information to the line manager. 

Report on the progress of Shelter activities on a daily and weekly basis. 

Collect and report the data corresponding to the activities implemented, respecting the templates, timeframe and existing procedures. 

Contribute and participate within weekly unit meetings including accurate reporting on success and challenges.

 Mandatory requirements 

Language skills: Fluent in Arabic and English. 

Education degree Bachelor of Civil Engineering/Architecture or relevant engineering degree. 

Work experience: Experience in NGOs/private sector for a minimum of 2 years in shelter field. 

 

Knowledge and skills: 

Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities. 

Excellent geographical knowledge of the area of responsibility. 

Strong ability to prioritize, follow up and complete tasks. 

Strong communication and negotiation skills. 

Willingness and ability to travel within the area of responsibility. 

 

Computer skills: Good knowledge of MS Office software including Word and Excel
