Job Description
The Hariri Foundation for Sustainable Human Development is seeking a dynamic, curious, and skilled MEAL Coordinator. The coordinator will be responsible for the design, implementation, and continuous refinement of comprehensive MEAL frameworks across diverse programs, ensuring the integration of accountability, learning, and adaptation into all projects. This role involves close collaboration with program teams and stakeholders to promote a culture of transparency, delivering timely, data-driven insights that enhance program effectiveness.

Key Responsibilities
1. MEAL Framework
•    Design and implement a comprehensive and project-specific MEAL framework, including process, output, outcome and impact indicators across all program components.
•    Develop and coordinate project-specific MEAL plans, including quantitative and qualitative indicators, data collection tools, and methodologies.
•    Develop monitoring tools to ensure accurate, reliable and timely data collection and reporting.
•    Collaborate with departments and programs to enhance MEAL practices, providing capacity-building support as needed.
•    Establish transparent and accessible complaint and feedback mechanisms.
•    Develop and implement accountability systems to ensure meaningful stakeholder engagement and feedback.
•    Regularly review and refine MEAL systems and processes to enhance efficiency and effectiveness.
2. Data Management
•    Conduct field visits to verify program implementation and monitor activities.
•    Support the analysis of program data to identify trends, lessons learned, and best practices.
•    Support adaptive management by integrating learning outcomes into project activities and decision-making.
•    Develop and disseminate case studies, success stories, and learning briefs.
3. Reporting & Dissemination
•    Support the Collaborative Learning and Adaptation (CLA) process to ensure the integration of learning into program design and improvement implementation among staff.
•    Support the development of internal and external progress reports.
•    Prepare detailed MEAL reports, annual performance plans, and project-specific reports.
•    Communicate findings and insights to internal teams, partners, and other stakeholders to inform decision-making.
4. Capacity Building and Technical Support
•    Train staff on MEAL tools, systems, and processes.
•    Provide technical support to project teams to strengthen MEAL capabilities.
•    Perform other relevant tasks as assigned to support the foundation’s mission and programs.

Qualifications
•    Bachelor’s degree in Monitoring and Evaluation, Statistics, Development Studies, or a related field.
•    Bachelor's degree in statistics, Data Analytics, demographics, public policy, social sciences, development studies, or related field.
•    At least 5 years of professional experience in MEAL roles within development or humanitarian sectors.
•    Proven success in designing, implementing, and operating program MEAL systems from program initiation to closeout stages.
•    Familiarity with donor reporting requirements and MEAL practices.
•    Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
•    Proficiency in data collection and analysis software (e.g., Forms, Kobo, SPSS, STATA, Excel).
•     Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEAL and performance monitoring plans.
•     Experience in designing, managing, and implementing multi-disciplinary and results-based surveys, and developing and refining data collection tools.
•    Strong analytical and problem-solving abilities.
•    Excellent written and verbal communication skills in Arabic and English.
•    Strong interpersonal and team-building skills.
•    High level of integrity, accountability, and commitment to organizational values.
•    Ability to manage multiple tasks under tight deadlines in a dynamic environment.
