Interim Protection Officer for Case Management

Helem, is the first LGBTQIA+ rights organization in the Arab world, officially established in Beirut, Lebanon in 2001. Its mission is to lead the struggle for the liberation of Lesbians, Gays, Bisexuals, Intersex, Transgendered, Queer (LGBTQIA+) and other people with non-conforming sexualities and/or gender identities in Lebanon and the SWANA region from all sorts of violations of their individual and collective civil, political, economic, social, and cultural rights. Our goal is to empower young LGBTQIA+ leaders to advocate for their own liberation. We seek to create initiatives and spaces where our communities can leverage unity through diversity and build power. We protect and support individuals with the resources to resist the harm caused by homophobia and transphobia. We empower our youth through education and community building, and we mobilize to change the laws, policies, and practices that deny us equality and reduce our quality of life.

Helem runs various programs and advocacy campaigns and provides a wide range of services to members of the LGBTQIA+ community in Lebanon, including emergency response, case management, legal assistance, social support, family support, and mental health support. It also runs one of the largest non-commercial queer spaces in the MENA region through its community center and prioritizes decriminalization, labor rights, housing, hate speech, and economic empowerment as advocacy priorities.

 

Job Description:

  • Detect, counsel, and follow up on individual cases identified during psychosocial activities by the team or referred by other agencies; or through community services and protection monitors where applicable.
  • Receive all necessary training including SOGIESC (sexual orientation, gender identity, and expression and sexual characteristics), know your rights, sexual health, drug use, and others, to ensure providing non-discriminatory and non-harmful counseling.
  • Conduct a psychosocial assessment of vulnerable cases, including environmental, emotional, behavioral, and social factors as well as resources and strengths that impact the individual well- being;
  • Ensure coordination and synergy with the main service providers in the area of intervention for prompt referral, follow up, and information sharing; 
  • Manage, fill, and archive specific forms for cases profiling, referral, and weekly reporting ensuring confidentiality, accuracy, and timeliness;
  • Monitor and follow up on the outcome of the assistance provided;
  • Provide basic emotional support, legal and medical referral, and follow up for urgent cases; 
  • Ensure the provision of emergency cash assistance for the most vulnerable clients, according to the needs of the clients, the agreed criteria, and the internal procedures and under the supervision of the Senior caseworker;
  • Ensure that data protection protocol is respected;
  • Participate in meetings and training in and outside the centers including case management meetings and case conferences meetings or any other meetings when required by the Senior caseworker;
  • Maintain the strictest and highest forms of professionalism and confidentiality with regards to any and all information received and processed from Helem’s beneficiaries, staff members, and other partners;
  • Accomplish and assist in any other task not here listed if required by the organization or deemed necessary to the full achievement of the department’s goals. 
  • Specific Duties:
  • Ensure the preparation of accurate case plans for high-risk cases identified with clear outcomes and time frames.
  • Mapping of services in the area of intervention and reporting information to the senior case worker.
  • Advocate with different institutions and services providers to help the applicants to access needed resources and services 
  • Implementation of case management in the intervention location in accordance with all CM steps and related tools and procedures as defined through HELEM’s Protection Strategy. Addressing high-risk cases and sharing with the Senior caseworker for possible intervention

Monitoring and Reporting:

  • Provide daily and weekly updates to the Senior Case Worker about new cases assessed;
  • Contribute to the update of Helem’s case management system. 
  • Contribute to the update of Helem’s human rights abuses monitoring and documentation projects.
