Volunteer Enumerators

HelpAge International’s Lebanon office has been working with local partners since 2016 to achieve this purpose.

 

  1. Project Background

Since 2019, Expertise France (EF), in collaboration with several partners, has been implementing the Qudra 2 project, which aims to respond to the resilience needs of refugees, internally displaced persons, returned and host communities. Qudra 2 is a multi-donor Action jointly co-financed by the EU Regional Trust Fund in Response to the Syrian Crisis (EUTF Syria), the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Spanish Agency for International Development Cooperation (AECID). It is jointly implemented by five European Implementing Partners: GIZ, AECID, EF, HIA and ENABEL in four partner countries, i.e. Iraq, Jordan, Lebanon and Turkey.

As part of Qudra 2, Expertise France is working with the Ministry of Social Affairs (MoSA) of Lebanon to strengthen national protection systems, and to promote protection measures for the self-development and wellbeing of children, youth, women, people with disabilities and older persons. The project activities are implemented in the Social Development Centres (SDC) affiliated to MoSA across 14 locations (listed below) in the country.  

In February 2022, HelpAge will work with EF and MoSA to support the Qudra 2 project by establishing a technical assistance facility that will be used to guide Qudra 2 NGO and SDC implementing partners in designing and delivering specific services to older people. Prior to this, HelpAge plans to conduct a needs assessment focused on older people in the catchment areas of 14 SDCs.

 

  1. The Needs Assessment

 

A needs assessment, tailored to the situation, capacity and needs of older people, with and without disabilities, will be conducted in the catchment areas of the 14 SDCs in December 2021. The needs assessment of older people will be led by HelpAge International, in close collaboration with EF and MoSA.

The purpose of the needs assessment on older people is to understand the situation and needs of older people in 14 SDC catchment areas where Qudra 2 project is being implemented. This is to better understand the situation of older people with and without disabilities in each of these areas. Ultimately, the collected information will be used by EF and MoSA to inform the design of age-inclusive activities within Qudra 2.

The needs assessment requires volunteer enumerators to collect data from approximately 490 older people and key informants. The volunteer enumerators will attend a 2-day training in order to administer effectively individual questionnaires with older people, over 4 days. The volunteer enumerators will be compensated financially for the cost of transport and for their time attending training and collecting data.

 

  1. Volunteer Enumerator Responsibilities

 

  • Ensures high quality data collection and that the assessment is conducted in a manner that respects all respondents.
  • Conducts interviews and/or surveys to the identified community members in a sensitive and professional manner.
  • Takes notes of and/or facilitates qualitative data collection during focus group discussions or key informant interviews, if/when needed.
  • Timely discusses with the supervisor challenges that require immediate response.
  • Keeps a record of the number of interviews and/or surveys conducted and reports any unusual situations to the supervisor.
  • Ensures that all questionnaires and tools are comprehensive and well communicated to the respondents.
  • Ensures anonymity and follows confidentiality procedures to ensure respondent privacy is protected during data collection exercise.

 

  1.  Qualifications, Experience and Technical Skills

Education:

Bachelor University or Diploma preferred.

Experience:

  • Experience in the field of conducting surveys/assessments
  • Experience in the implementation of beneficiary complaint and feedback mechanisms preferential
  • Experience of working, or interacting regularly, with older people
  • Knowledge of quantitative and qualitative data collection techniques (monitoring, observations, focus groups, key informant interviews, surveys, etc...)
  • Prior experience in using Kobo is preferred

 

Technical skills:

  • Skills in conducting quantitative and qualitative surveys including data collection
  • Knowledge and/or experience of working with older men and women
  • Previous data collection experience in the NGO sector
  • Strong Arabic writing skills
  • Good communication skills especially when dealing with older persons, including older people with disabilities
  • Access to and usage of Smartphone is required
  • Ability to move / travel from one location to another for data collection in the same SDC catchment area

 

  1.  Locations (3 enumerators are needed per location)

 

HelpAge is looking to mobilize a total of 9 volunteer enumerators (3 enumerators per location). The volunteer enumerators are expected to originate from the following areas and to be knowledgeable of the communities living in the area they will cover.
