Objectives
Outcome:
To provide clear recommendations for the development and implementation of a child protection policy in the healthcare sector in Lebanon. Recommendations are based on detailed information about current systems and current practices in the healthcare sector, as well as a review of the literature on child protection policies and best practices comparing different international accreditation systems and standards. Recommendations will serve as a roadmap for the development and implementation of the policy
Output:
To map and analyze existing mechanisms and policies for detection and referral of cases of child abuse by healthcare providers in Lebanon
To identify barriers and bottlenecks currently faced in the healthcare sector in Lebanon
To explore possible models of child protection policies that could be adapted to healthcare facilities in the Lebanese context.
To explore the feasibility and opportunities for the comprehensive implementation of a child protection policy in the healthcare sector in Lebanon, including indicating what resources will be needed
Methodology:
Desk review of existing legislation, policy, studies, research, reports and other relevant information to date including but not limited to:
Lebanese law 422/2002 ‘The Protection of Juveniles in Conflict with the Law or At Risk’
Lebanese family law
National standard operating procedure for the protection of minors (SOP)
Overview of international models of child protection policies in healthcare facilities that have been proven effective
MoSA National Plan to Safeguard women and Children
Field visits to hospitals that have Child Protection (CP) units
Field visits to a sample of other healthcare facilities
Consultations with stakeholders including but not limited to syndicates, orders and the Ministries of: Justice (MOJ), Interior (MOI), Social Affairs (MoSA) and Public Health (MoPH)
CP agencies contracted by MOSA and others, GBV sector, Orders: doctors, nurses, and hospital owners
Analysis of the healthcare system and linkages with child protection
Scope of work
himaya is looking for a consultant to undertake the assignment of analyzing the healthcare system in Lebanon, specifically, the detection and referral of child protection cases, and to accordingly provide clear recommendations for the development and implementation of a child protection policy.
The consultant will follow three phases:
Preparation of the methodology and tools: provide clear methodology on how to carry out the assessment and propose a plan to develop the child protection policy for the healthcare system in Lebanon;
In-country review and assessment of the healthcare system practices in relation to child protection: complete the assessment process through literature review and consultations;
Debriefing and feedback: consolidating findings and finalizing the assessment and recommendations to develop the child protection policy for the healthcare system in Lebanon.

Interested individual should submit:
(1) Updated CV and motivation letter
(2) 2 pages proposal detailing methodology, tools, draft action plan for the scoping mission
(3) All-inclusive breakdown of fees which includes Consultancy fees (per Diem and/or per Month), Travel Costs and Daily Subsistence Allowance (DSA)
(4) Portfolio that includes 2 reports of previous work on child protection in health done in a country outside Lebanon.
himaya will shortlist the candidates found eligible for the assignment. The selection will be made by a committee consisting of MOPH, UNICEF and himaya. Candidates will be selected by the committee based on a technical review of the submitted documents. The committee will then interview the candidates that will have the highest technical score over Skype.
