4 Outreach Workers

  ACCOUNTABILITIES   Line manager: Liason Officer Line manager+1: Program Manager Supervise: None In direct cooperation with: Liason Officer     RESPONSIBILITIES   Objective 1:Identify needs of the programme beneficiaries, contribute to the assessment of these needs and/or directly assess these needs as required: Activities/Main duties: •    Actively participate to all initial identification training. •    Work as an outreach team to identify, register and analyse beneficiaries vulnerability •    Develop a community approach to ensure a confidence in HI process and project •    Ensure a global vision of the individual and familial needs in the identification •    Ensure that the information collected at household level is coherent •    Work closely with the data operator in charge of the information collected processing.   Objective 2:Answer to the identified needs, by providing direct support, respecting confidentiality and the right of the beneficiary. Activities/Main duties: •    Identify needs and deliver appropriate assistance, following the appropriate strategy •    Under the Project officer responsibility, implement the distribution system •    Respect the distribution list •    Participate to the preparation of the schedule of distribution and itineraries •    Realize on site or door-to-door distribution in the timeframe requested •    Be responsible of the items distributed •    Ensure that the approach implemented is respected by all actors involved •    Participate to organize safe and secure distribution   Objective 3: Develop and reinforce the relationships with INGO, LNGO, authorities, community resources and any other stakeholders on the field to improve the identification system Activities/Main duties: •   Develop and follow up the network of HI community resources within the area of intervention •    Regularly contact the community resources to get information about the general situation of most vulnerable    population affected by the Syrian crisis, and especially within the refugee’s communities •    Maintain a flexible system of referrals from community resources to HI team, according their  constraints •    Share with the other team members the cases located outside of the area of intervention   Objective 4: Participate in the analysis and reporting of global issues in the refugee population Activities/Main duties: •  In formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level •  Share in formal and informal meetings with the team the information collected on the field regarding humanitarian actors activities and constraints •  Participate to report with the tools and the internal system all issues identified •  Be part of a constructive holistic team work to develop a very qualitative analysis and response for vulnerable persons   Objective 5: To demonstrate an ethic and professional practice: Activities/Main duties: •   Respect beneficiary confidentiality. •    Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners. •    Address needs and requests in a professional way. •    Report any incident or act that causes any harm to beneficiary or to others. •    Always interact with children with the presence of their parents or caregivers •    Always respect a refusal of treatment.   Objective 6: Demonstrate willingness to improve professional competences and abilities to increase care quality: Activities/Main duties: •   Demonstrate motivation at work. •    Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… •    Participate in the different activities that are common to all team members •    Respect each team member’s positions, work, and specialty •    Adapt to special situations or demands from supervisor (reporting, etc)   REQUIREMENTS   Background:   KNOWLEDGE   Mandatory: •  Community work   Preferable: •  Protection   SKILLS •  Good communication and listening skills •  Common sense •  Proactive   Languages:Fluent in English and Arabic mandatory (oral and written) Driving licence:. not mandatory Computer skills: Personal qualities & soft skills:         •    Adaptation to specific working conditions •    Capacity to work in team and autonomously •    Capacity to work in an multidisciplinary and multicultural team •    Dynamism, high level of motivation •    Flexibility and availability •    Interest for social work and field work •    Willingness to learn new skills and/or approaches •    Good capacity to interact with members of the team and different communities   EXPERIENCE: •  First experience in community base projects  and/or Outreach Work, field is mandatory •  INGO/LNGO working experience is an advantage •  Between 0 and 2 year experiences   EDUCATIONAL BACKGROUND: Bachelor Degree in Social Work, or relative experience in Field work   JOB CONDITIONS Remuneration: according to HI salary grid Starting date: ASAP Duration/ Type of contract: Till the end of March 2015 Social insurance: Covered by Handicap Internationalccording to HI salary grid
