OBJECTIVE OF THE POSITION:
Under the direct line management of the Regional MEAL Manager and guidance of the Country Manager, the Accountability Agent is responsible for implementing, in compliance with HI's institutional policies, the mechanisms related to accountability of the affected populations, safeguarding and participation of stakeholders.
Location: Beirut with frequent movement to the area of intervention
Reports to: Regional MEAL Manager
Interacts with:
• Internally: Country Manager, Project Managers, Deputy Country Manager, MEAL Unit, Project teams, and Support Services.
• Externally: INGOs, Local NGOs, CBOs, DPOs, Partners, Community, and beneficiaries
Responsibilities
Responsibility 1: Contribute in the Development of accountability systems and participation within existing institutional frameworks. (30%)
Objective: Oversee the implementation of accountability framework and systems using adapted tools and related process
Activities:
- Actively participate in the development and improvements of accountability to communities systems (including but not limited to databases, tools, guidelines and SOPs) according to HI standards and policies;
- Guarantee the process of development and improvements of the Feedback and Complaint Mechanism’s (FCM) according to HI standards and beneficiaries’ needs;
- Support the process of respecting of HI modalities of work with community Participation, Engagement, and Partnerships;
- Control and manage the Feedabck and Complaint Mechanisms by ensuring quality and informative information shared.
- Deliver training and capacity building sessions to HI staff, partner staff and other relevant key stakeholders.
- Attend inter-agency coordination meetings related to PSEAH, protection and Safeguarding.
Responsibility 2: Data quality and processing (50%)
Objective: Ensure the quality consolidation of the FCM, and safeguarding
Activities:
- Perform regular checks on the FCM databases to ensure highest quality data and response to community – including check and fix of data inaccuracies.
- Management of the feedback and complaints received including delivery of complaints to specific referents according to HI standards; in coordination with the MEAL Technical Officer.
- Proceed to monitoring/ control of all hard copy files to ensure minimum requirements and are compared against the FCM databases;
- Conduct propoer archiving of all files received from field (feedback and complaints) according to HI guidelines and tools (except Safeguarding issues – archived on EthicsPoint - NAVEX);
- Monitor the effective availability and functionality of different modes of reception (including but not limited to complaint phone line, SMS, WhatsApp, Emails, complaint boxes, etc.) in terms of complaints and feedback from beneficiaries and stakeholders;
- Build the capacity of project staff on the use of FCM.
Responsibility 3: Reporting and data analysis (20%)
Objective: Actively support reporting through data exploitation
Activities:
- Extract data and analyze it for internal or external use (project teams, donors and authorities) upon request from the Regional MEAL Manager and/or Country Manager and according to HI data confidentiality standards.
- Carry-out monthly data analysis on FCM databases and report it to Regional MEAL Manager and Country Manager.
- Lead the feedback analysis to inform project development and improvement.
- Technical Support to PM, and/or DCM in the involvement and engagement of the community through the PCM Cycle by leading or guiding Community Participation exercises that informs project design, implementation and completion.
Confidentiality is required in all these responsibilities.
Note that this job description must remain flexible; to respond to additional tasks or changes as identified by the line manager.
EDUCATION AND EXPERIENCE:
- Bachelor degree in sociology, anthropology or equivalent.
- Strong organizational and cultural awareness skills.
- At least 1 year of experience in the field of humanitarian assistance, and at least one year in accountability and/or MEAL sector in the field. Total experience two years
- Competent in the use of Microsoft Office and most common data management software.
- Experience in working with vulnerable groups.
- English and Arabic language oral and written.
- Able to motivate and build the capacity of others.
- Ability to respect deadline and work under pressure
- Very positive personality, with strong orientation towards solutions
- Adaptability, flexibility
- Autonomy in work
- Well-developed interpersonal skills
- Demonstrated experience working with communities and direct contact with beneficiaries.

Basic salary range for the position : The Accountability Agent is going to be paid according to the experience and to HI salary Grid.
Basic Salary range between USD 1000 – USD 1400
