Under the direct management of the Emergency Head of Assessment, the AO is responsible to lead a Team of assessors in order to define zones of intervention according to specific method and criteria.
The AO will have to manage a team of assessor whose duties are to lead interviews with refugees and fill assessment forms / report.
He will have to meet Local Authorities, Local Agencies and Humanitarian Stakeholders to gather as much accurate information as possible. Collected data will be cross-checked with several other sources of information.
The outputs of Assessment Team’s work will be summarized in forms of village assessment forms, minutes of meeting and reports.
TASKS
1. Coordination and representation
Meet Local Authorities according to HI recommendation;
Meet Local Agencies according to HI recommendation;
Meet L/I NGOs, Red Cross / Red Crescent Movement, UNs according to HI recommendation;
Attend to meetings as required;
2. Data Collection
Collect all relevant data from HI program Team ;
Collect all relevant data from other stakeholders (soft / hard copies);
Sort and organize collected data (maps, reports, area of intervention) in folders / files;
3. Reporting
Write Minutes of Meetings after any discussion with other stakeholders;
Make sure assessment forms are dully filled by Assessment Team;
Gather collected data in global reports, including a list of identified villages.
4. Human resources management
Manage and organize the Assessment Team schedules and movements, according to HI recommendations;
Carefully control the work of the Assesors to ensure quality of assessments;
Manage Assessment Team according to HI administrative guidelines (Internal Regulation, leaves policy…);
Understand and apply Security Guidelines and any other internal procedures according to Hi standards.
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
THE SUCCESSFUL CANDIDATE
Academic degree (various field of interest such as development, social work, engineering degree…);
Experienced in working with an International NGO for humanitarian projects;
Experienced in humanitarian assessments;
Good command of written and spoken English (French is a plus);
Able to translate documents from English or French into Arabic;
Experience with writing and communication responsibilities;
Excellent communication and interpersonal skills;
Good networking capacities;
Knowledge of computers and Microsoft applications;
Knowledge of the Bekaa Valley.
