For more details on the association: http://www.handicap-international.org Handicap International is composed of 2 operational divisions: Humanitarian Action Division Development Division MISSION CONTEXT Context of the position: The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up. Objectives: Under the management of the Emergency Program Manager, the Basic Needs Support Officer will monitor and support Basic Needs coverage activities of HI partners such as: Implementing liaison activities Ensuring a follow up of HI’s partnerships Ensure good practice, reporting and compliance According to the position, the Basic Needs Support Officer must keep all the data confidential, and share it only with the designated persons. ACCOUNTABILITIES Line manager: Emergency Program Manager  (Emergency PM) Line manager+1: Area Coordinator    MAIN TASKS Remote monitoring of the basic needs component data Ensure that partners comply with the basic needs procedure; Ensure that partners deliver on time the data required in the new procedure and that the data are presented in the correct forms; Ensure the written translation from Arabic to English of all the documents received from partners; Provide analysis of the monthly data to the Emergency PM; Contribute to the development and implementation of trainings for partners; Provision of technical and contextual support Contribute and support the develop of needs assessment and more broadly all project cycle tools in coordination with INGO and partners, and impact evaluation tools, and propose improvement; Provide on-time feedback & support to the basic needs issues faced and refer them to the Emergency PM; In case of breach of the basic needs component procedure, report to Emergency PM and develop recommendation to adjust the issue; Be aware of the context and establish situation analysis; Monitoring of the quality of basic needs activities Ensure weekly discussions and obtain information about any issue faced by partner’s field team in the implementation of the activities; Report on these issues to the Emergency PM and suggest potential improvements; Maintain accurate records of data collected along the project; Reporting and training Perform skype meetings with partners; Assess the difficulties and needs for a proper implementation of basic needs component and identify specific training needs and, if necessary help to develop training tools with the support of the Emergency PM; Support partners and INGO in reporting and data management; Ensure a good collaboration and close interaction with the partners to ensure quality and reliability of data; Writing the minutes of meetings;         5.  Information management Support data cleaning, consolidation, quality control and information verification on data gathered within the platform by all the partners; Ensure safe keeping of all data produced;   Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.   REQUIREMENTS Education and experience: High degree diploma in a relevant field 1 year experience in a Food Security, Livelihood programs, Cash transfer programs, Emergency Responses Sound knowledge of project cycle managemenmt and tools Information management / IT skills Experience with NGO is mandatory Computer Skills: Excellent knowledge in Microsoft office Professional & Personal skills: Abilities to work within a team and collaborate Capacities to analyze and judge Abilities to properly communicate Good educational / teaching skills Motivated, dynamic; able and willing to take initiatives Time and work management abilities as well as autonomy Willing to learn and develop professionally Adheres to the project’s vision: a world in which all forms of disabilities can be prevented, cared for or integrated, and in which the rights of people with disabilities are respected and applied Language: English mandatory (oral and written) Arabic mandatory (oral and written) French a strong plus JOB CONDITIONS Remuneration: according to HI salary grid Starting date: ASAP Duration/ Type of contract: based on a timeline project Others: Health insurance
