OBJECTIVE OF THE POSITION:

Under
the supervision of the Land Release Project Manager,  The
Community Liaison Officer will support the LRPM in liaising with the local community
and local authorities to ensure the socio economic impact assessment of HI’s
Mines Actions activities and inform communities on HI’s demining operations.

 

Line managed by: Land Release Project Manager

-Internal: Project Team, Technical referents, MEAL and
Communication units, Support Services

- External: Authorities,
influencers, beneficiaries, community leaders and stakeholders within the
area of implementation

Interacts with:

 

Responsibilities

Responsibility 1: Collect and analyse data on socio-economic
impact of HI’s demining operations

Activities:

·        
Take appointment with all minefields’ owners;

·        
Visit all minefields owners and carry out pre and post impact interviews
based on the information shared by the LRPM and the site supervisor;

·        
Fill in information according to the reporting system process followed;

·        
Coordinate with the land release Progress Manager on progress
advancement, difficulties, etc…

·        
Take pictures of used former minefields when possible and relevant;

 

Responsibility 2: Inform the
communities about HI’s demining operations and Facilitate the smooth liaison
between HI Mine Action teams and communities.

Activities:

·        
Visit the Mayors and the Mokhtars or villages representatives when HI
operations are deployed in a new area to inform them about the nature of HI’s
work and collect qualitative information;

·        
Participate to the organization of the project’s Public Relations events.

·        
Hand-over released Land to owners.

·        
Follow up the hand-over of released land.

·        
Produce a socio-economic impact survey report on the completed mine field
released to their owners

·        
Participate in NTS Activities and act as part of the NTS team

 

Responsibility 3 – Implement Risk
Education in the area of intervention

In charge of the RE activity
planning, implementation, monitoring and reporting.

Activities:

·        
Participate to the planning process of the RE component under the
supervision of the LRPM and to its regular review.

·        
Produce weekly and monthly action/work plan based on the project planning
and report/update on achievements done during weekly team meetings.

·        
Responsible for sending weekly RE planning to LR PM to be sent to LMAC.

·        
In charge of daily EO RE submissions via IMSMA Core and via Survey 123.

·        
Contribute to and participate in Project Quarterly Reviews.

·        
Contribute to finalizing Information, Education and Communication “IEC”
materials under the supervision of the LR PM.

·        
Contribute to the RE tools review with the MEAL unit

·        
Ensure that community mobilizers are trained on and applying referral
pathway according to HI safe identification and referral mechanism.

 

Responsibility
4: Team Management (when implementing Risk Education)

Activities:

  • Manage the team working with to promote their
    independence in their responsibilities
  • Setting individual action plan and reviewing it
    at the end of the year
  • Identifying and implementing training plan for
    the staff as approved by the training committee;
  • Setting up daily internal and external
    communication and coordination mechanism;
