PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   For more details on the association: http://www.handicap-international.org   Handicap International is composed of 2 operational divisions: Humanitarian Action Division Development Division   MISSION CONTEXT   The Emergency Response Division in Lebanon was created in April 2012.  Support to the health structure is provided directly by Handicap International’s Technical Advisor, 4 physiotherapists and 4 Social Workers, who work in multidisciplinary teams to identify persons with injuries and persons with disabilities to assess their needs, provide Physical and Functional Therapy, refer beneficiaries to other providers. The teams work in three ways—providing services in beneficiaries’ homes, providing services from temporary locations such as community centers, and working through partner organizations who also provide Physical Therapy. In addition, complementary psychosocial support services are available to our beneficiaries.   Handicap International recognizes that persons with injuries and persons with disabilities are often blocked from access to basic services that are available to the general population by factors that exist in the environment. For example, a person with an injury who cannot reach a health facility may be much more disabled by the lack of access to a health facility than by the original injury. Another example: a person who has difficulty walking may be blocked from using the sanitation facilities in a camp. The mobility difficulty may not ever be “fixed” but the physical barrier to a sanitation facility can and should be unblocked. Identifying specific barriers that make the effects of an injury or a disability worse, removing the barrier, and working to make the barrier identification and removal process part of other organizations’ normal procedures—these are the objectives of the HI Lebanon mission’s Inclusion programming.   ACCOUNTABILITIES   Line manager: Technical Unit Coordinator  Line manager+1: Operations Coordinator In direct cooperation with: Program manager,Deputy PM or Project officer,and the field team Supervise: Database Assistant   GLOBAL OBJECTIVE OF THE POSITION         Under the line management of Program Manager, the Database Officer is responsible for ensuring the accuracy and protection of all data collected in the project and for qualitative data analysis.   RESPONSIBILITIES   Objective 1: Ensure the global quality of the data entry and reporting for the whole project Activities/Main duties: • Enter the data collected by the field team in the database • Ensure quality of the data entered and within the respect of deadlines • Ensure consolidation of database and its regular cleaning • Verify consistency of data in the database and in other data collection matrixes (P&O, Referrals…) Objective 2: Ensure adaptions of the database according to the project’s needs Activities/Main duties: • Report any discrepancies to the Program Manager between the database and the data collection tools • Propose improvements of the database and data collection tools to ensure their consistency • Supervise the good data collection in the appropriate tools and eventually organize dedicated trainings and support the mission staff when required • Build / adjust the database to the needs and requirements of the program/Mission • Build automated reporting tools when required Objective 3: Data analysis Activities/Main duties: • Provide weekly and monthly internal reports (weekly reports, PM Box…) • Extract data for external reporting (Activity Info, RAIS, and others) and upload online/submit when requested. • Participate in the production of intermediary and final report for donors • Provide any data analysis report under Program Manager request and produce charts • Provide relevant analysis of the collected data and produce information on project’s outputs, outcomes and impact • Generate comprehensive data for reporting on key variables (per community, gender, type of vulnerability…) • Generate comprehensive quantitative data on activities using the different follow up tools • Routine follow up on the data management and analysis, and regular update and reporting on the progress (challenges, achievements, etc) to your line-manager   Objective 4: Ensure proper archiving of the data collection tools Activities/Main duties: • Arrange all files in proper archiving   Objective 5: Line-management of the Database Assistant  Activities/Main duties: • Daily supervise the Database Assistant and support when needed • Build capacity of the Database Assistant to ensure some responsibilities related to the database management and reporting can be taken over by the Assistant when needed   Objective 6: Ensure confidentiality of the data management Activities/Main duties: • Respect the total confidentiality of the data collected and entered • Ensure never to speak about data collected within the project • Ensure security of the database and files, both in the main office and the Centers   Objective 7: To demonstrate an ethic and professional practice Activities/Main duties: • Respect beneficiary confidentiality • Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners • Address needs and requests in a professional way • Report any incident or act that causes any harm to beneficiary or to others • Always interact with children with the presence of their parents or caregivers • Always respect a refusal of treatment   Objective 8: Demonstrate willingness to improve professional competences and abilities to increase care quality Activities/Main duties: • Demonstrate motivation at work • Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… • Participate in the different activities that are common to all team members • Respect each team member’s positions, work, and specialty • Adapt to special situations or demands from supervisor (reporting, etc) Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager. REQUIREMENTS Educational Background and Working Experience IT or computer science degree, Master is an asset 1 year of previous professional experience in similar position is a must Experience with INGO, preferably in emergency context is an asset Professional Skills required Demonstrate good understanding of data collection and data analysis issues Demonstrated effective communication, analytical and problem solving skills Ability to propose workable solutions and identify their implications (positive and negative) adapted to beneficiaries’ needs   Personal skills required Strong interpersonal and intercultural skills Ability to work in a multicultural environment and in a multidisciplinary teamwork Ability to work under high pressure with a great level of personal organization Precision, accuracy, patience, rigor Proactivity Flexibility Team spirit Languages English and Arabic mandatory (oral and written), French would be an asset Computer Skills Good knowledge of Microsoft Office Programs, especially Excel, Word, Power Point, Access and SPSS.   JOB CONDITIONS Remuneration: according to HI salary grid Starting Date: ASAP Duration/ Type of contract: Fixed-term Contract till 31/08/2017 with a possibility of Extension.
