PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. For more details on the association: http://www.handicap-international.org Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division MISSION CONTEXT The Emergency Response Division in Lebanon was created in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor.  The identification, assessment of the needs, referral and direct provision of services is done trough 18 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). An additional team in Bekaa and North Lebanon will be focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners. In Lebanon, the provision of household essential items including food, NFI and unconditional cash assistance to cover essential winter basic needs of the most vulnerable refugee newcomers will be done in HI area of intervention (54 villages in Central and West Bekaa) through current dedicated outreach teams and distribution teams.   ACCOUNTABILITIES Line manager: Field Coordinator Line manager+1: Head of Mission Supervise: .....none..... In direct cooperation with: Program and support teams RESPONSIBILITIES: Objective 1: CONTEXT FOLLOW UP Activities/Main duties: Mapping of actors intervening in the humanitarian response in North and Akkar Mapping of stakeholders related to the Syrian crisis Gathering and compilation of humanitarian and context information (number of refugee population, sectors update, etc) Redaction of press review on the security, political, economic, humanitarian situation Propose Assessment following approval of the Field Coordinator   Objective 2: SECURITY FOLLOW-UP Activities/Main duties: Alerting the Field Coordinator without delay of all security incidents or threats which could have an impact on personnel’s security and/or HI’s affairs, ensure the follow up of the incident under close supervision of the Field Coordinator and writes up incident report to this effect if relevant Providing the weekly security update during coordination meeting or ad hoc meetings. Providing a global and specific analysis of the security situation in North. Developing a reliable network to extend the information sources: in support to the PMs, develops contacts with national partners on a zonal level (civil society, civil and military authorities, local NGOs, Ministry of Health representatives, etc.) in order to obtain all the information and agreements necessary for the integration of HI’s programs in the local context. The list of contacts should be prepared and regularly updated, as well as introductory and/or courtesy meetings should be arranged between the key stakeholders and Field Coordinator.  Together with the Field Coordinator creating, implementing and following up of security management tools: security trees, security information follow up, mapping, etc. Briefing new staff on the security management in North (security plan, SOPs, etc.) Providing refresher briefing when necessary to the staff on the existing SOPs Together with the Field Coordinator ensuring the respect of safety precautions and regulations Conducting security assessment upon Field Coordinator request (HI centres, injured flats) Together with the Field Coordinator ensuring a close coordination with the logistics department: intervention in case of incident, check of the security standards, communication and transportation means Together with the Field Coordinator tracking with the team on the field (inter-bases movements) – rotating weekly Together with the Field Coordinator strong communication with the projects and support departments regarding potential deterioration of the security situation In the absence of the Field Coordinator, ensure the relay of the information regarding security with the HoM and Log coordinator in Beirut   Objective 3: EXTERNAL COMMUNICATION AND PARTICIPATION TO THE REPRESENTATION OF THE ASSOCIATION (UPON REQUEST OF THE FIELD COORDINATOR) Activities/Main duties: Representing Field Coordinator towards local authorities (Cazas, religious leaders, City Halls, etc) at zonal level in the respect of the organization image and principles; Participating in external coordination meetings (security meetings, inter agency meetings) Attending other meetings upon request; Arranging meetings between  Field Coordinator and local partners and stakeholders (hospitals/specialised centres/private clinics, local organizations, international organizations, etc), as well as replacing Field Coordinator at these meetings in his/her absence; Issuing minutes of meetings Passing information to local partners concerning HI’s activities whenever required   Objective 4: INTERNAL COORDINATION Activities/Main duties: Reminding and following-up of issues potentially raised by national teams to Field Coordinator; In the absence of the Field Coordinator, planning, leading and issuing the minutes of the weekly coordination meetings Objective 5: PARTICIPATION TO THE MISSION’S STRATEGY Activities/Main duties: Participating actively in the periodic strategic workshops organized at base and national level Providing contextual and security analysis which may impact the design of the operational activities of HI in Lebanon Making recommendations, when relevant, with regards to adjustment of HI operation in Bekaa Objective 6: REPORTING AND CAPITALIZATION Activities/Main duties: Supporting the Field Coordinator in the monthly situation report (SITREP) redaction through data compilation and provision of context and project data; Producing security monthly sitrep and sharing with Field Coordinator and the Head of Mission Producing security report and conducting assessment when necessary Together with Field Coordinator – capitalization of humanitarian context documents and security management tools Coordinating the archiving of the project and support documents at the end of each project phase Objective 7: PROGRAM SUPPORT Activities/Main duties: Supporting Field Coordinator with following closely the progress of the projects indicators Following-up of partnership agreements and deadlines in collaboration with PM’s and Partnership Officer. Conduct regular field visit with the teams in order to increase knowledge and understanding of the area of intervention and HI’s activities and providing feedback and recommendation to the Field Coordinator to ensure the adequacy between the context, the needs identified and HI’s mandate. Supporting Field Coordinator with coordination between the programme and support departments on the base and sub-base Objective 8: PROPOSAL WRITING Activities/Main duties: When requested, compiling program managers inputs and coordinating with administration department for proposal development Participating in the drafting of proposal narrative parts Objective 9: ETHIC AND PROFESSIONAL PRACTICE Activities/Main duties: Respect beneficiary confidentiality. Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners Address needs and requests in a professional way Report any incident or act that causes any harm to beneficiary or to others Objective 10: DEMONSTRATE WILLINGNESS TO IMPROVE PROFESSIONAL COMPETENCES Activities/Main duties: Demonstrate motivation at work. Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities Participate in the different activities that are common to all team members Respect each team member’s positions, work, and specialty Adapt to special situations or demands from supervisor (reporting, etc)   REQUIREMENTS Background: Bachelor or Master degree in Political Sciences or equivalent. Languages: Arabic and English are mandatory. French is an asset. Computer skills: Mastering Pack Office, especially Excel and Word. Confortable using internet. Personal qualities & soft skills: Autonomous, organized and self motivated, the applicant will have to show good writing skills. In addition, a very good knowledge of the area of intervention and interpersonnal skills are necessary to handle this position.
