Under the line management of Head of Mission, the Deputy Head of Mission will be responsible for the overall management of HI operations.
Due to the nature of operation, you will be in functional links the HI programme coordination units’ team based in neighbouring countries, with HQ desk and technical advisors teams, and with other operation coordinators within HI regional crisis response missions in Middle East. The position will deputize the HoM in its absence.
RESPONSIBILITIES & OBJECTIVES
Objective 1: Coordination & Supervision: ensure the overall coordination of operations in accordance with organization and donors standards and regulations.
Aim: Optimize projects grant contracts in their qualitative and quantitative dimensions.
Benchmark: project programming and implementation are in accordance with HI and donors standards and regulations.
Activities:
Ensure the necessary projects Programming, monitoring and Evaluation system are in set up allowing adequate implementation in accordance with HI M&E policy and donors requirements;
Coordinate technical and financial supervision and monitoring of the projects in close relationship with the program coordinator, technical unit and support services teams ;
Ensure the quality of all documents produced by projects;
Validate all project progress and financial reporting documents related to program (internal, donors);
Ensure technical support is set up to project and partners teams to optimize project implementation;
Support Program Coordinators to build up teams capacities in project management
Coordinate with AM&EL coordinator internal and external project monitoring mission or project evaluation
Objective 2: Projects Development: lead the development of HI activities
Aim: answer to beneficiaries needs and demands in accordance with plans defined in the mission strategy.
Benchmarks: needs assessment, identify and lead project design opportunities, monitor funding opportunities.
Activities :
With AM&EL coordinator, analyze the overall humanitarian context in order to propose intervention methods and responses to opportunities that meet the needs of the beneficiaries;
Identify partnership opportunities with Syrian and international organizations (INGOs, UN…);
Lead proposal design;
Contribute to the organization/participate to workshops/training conducted within projects or program framework;Network with humanitarian/development stakeholders to develop operational links, to design future operational collaborations (consortium, joint response…)
Objective 3: Strategy implementation: support the HoM to design and implement operation framework
Aim: HI operation frameworks are meeting Vulnerable / Persons with Disabilities and partners needs and demands
Benchmarks: thematic strategy papers, strategies reviews, monitoring reports.
Activities :
Support the design of operation framework
Lead of mission projects coordination meetings.
Participate into mission cross cutting thematic work groups
Participate in strategic planning exercises for the mission and at regional level
Objective 4: Representation: if requested, support the mission to represent HI and promote all aspects of its mandate
Aim: all opportunities to implement HI's global mandate are taken into consideration
Benchmarks: clarity of his/her presentation of HI; quality of reports, meetings of working groups/coordination bodies; quality of the monitoring of opportunities; degree of initiative
Activities:
Promoting the organization’s mandate and positioning with his/her partners;
Taking part in health and rehabilitation coordination mechanisms alongside government, NGO and international actors;
Participate to advocacy action in the country in phase with the organization’s and program institutional advocacy campaigns
Participate to organization of internal and external events (team meeting, seminars, workshops, conference);
Participate and support HQ/regional support mission;
Upon request of the HoM, represent HI in workshops, seminars, meetings conducted by governmental or non-governmental stakeholders;
Mobilize private and public stakeholders (Governmental bodies, donors, Local and international NGOs…) to ensure a better inclusion of Disability in their programs, actions, initiatives.
