For more details on the association: http://www.handicap-international.org Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division MISSION CONTEXT The Emergency Response Division in Lebanon was created in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough outreach teams (composed of one social worker as case manager and one physiotherapist supported by psychologists and/or psychosocial workers) and trough fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). GLOBAL OBJECTIVE OF THE POSITION Under the line management of the Project Manager, the Project Officer is responsible for ensuring the good management of the field teams and the quality of their service provision to the most vulnerable population affected by the Syrian crisis. WORK RELATIONSHIPS Line manager: Project Manager Line manager+1: Field Coordinator In direct cooperation with: Database Officer, Database Assistant, Referrals Focal Point, and Logistics Division Team managed: Four field teams (Social Worker & Physio-Therapist) and two PSS teams   RESPONSIBILITIES & OBJECTIVES Objective 1: Management & Organization of the Teams Activities/Main duties: Responsible for the management and performance of the team Responsible for the management of the tools used by the teams. These include donation certificates, assessment forms, reporting templates and the availability thereof. Ensure a proper communication between the teams and the corresponding Technical Unit in Beirut. Responsible for filing the Purchase and Service Requests for the team needs including rehab and PSS items and stationary requests and operational expenses. Implement the plan set by the PM for the team and meet all deadlines set thereby Supervise the implementation of all activities implemented by all staff under her/his management Consult the PM on all matters related to the DVFP project and before taking any decision or actions related thereto. Communicate with the PM about all matters related to the DVFP Project on a daily basis Responsible for the planning of the team on the field: organization of the weekly planning of activities, maintaining balance between identification, assessment and service provision, beneficiaries’ needs and external commitments as well as HI’s priorities Responsible for sharing the weekly movement plan with the PM by 14:00 on Thursday of each week Responsible for sharing the Weekly Report and the Weekly Recap of Needs with the Database Assistant and the PM by 17:00 on Friday of each week Responsible for sharing the PSS Recap of Needs on the last work day of each month Ensure that team-members’ motivation level is normal and teams spirits are high Transmission to the team of lists of people identified through hotline and referrals received for their assessment and provide feedbacks to the Referral Focal Point Responsible for the management of the teams’ stock needs and their availability in a timely manner. The stock requests are to be delivered to the requesting team within five days from the receipt thereof.   Follow up of HR guidelines: plan of annual leaves in a way to ensure the continuity of the operation without interruption to the extent possible and precise update of the attendance sheets and related documentation, schedule of the appraisal of your team Define Individual Action Plans for all the persons under your line management Archive beneficiaries files, reports, recap of needs and all teams-related documents at the end of each activity cycle. Objective 2: Ensure the work quality of your team Activities/Main duties:       Conduct a weekly field visit Ensure the quality and dynamism of the identification system (community resource people, local structures and institutions, external referrals received, hotline) Participate regularly in the identification of the most vulnerable people and on the assessment of their needs in order to monitor the data collection done by the different field teams, ensure a quality reporting of data in the database, supervise the good communication with beneficiaries According to the mapping of services, and following the referral strategy, support the team when needed in defining appropriate referral pathway for the beneficiaries Ensure the donation requested by the team is appropriate according to internal guidelines Supervise data and stock management done by your team, in coordination with Database and Logistic departments, and is responsible for the quality of the data collected in the field and for the completeness thereof Under the guidance and leadership of the Project Manager (PM), hold one-on-one meetings with each team member once per month and also team-specific meetings with the teams every other Friday to share information and updates on the program. Meetings are to be organized and called by the PM who leads the DVFP General Assembly. Fulfill the staff development including training needs of the teams. Objective 3: Reporting Activities/Main duties: Management, quality check, consolidation and diffusion of the reporting/request tools For all meetings with the teams and with third parties, prepare agendas and also Minutes of Meeting documents, archive them on the Drop-Box and then share with the PM and the Field Coordinator and when applicable with the Technical Unit personnel within 72 hours from the conduction thereof Send any other report upon your line management request in a timely manner Report any constraints or problems faced with the team before taking any action Report without any delay any security issue Objective 4: Liaison with stakeholders and identification of the different services provided at local level Activities/Main duties: Attend all functions and meetings requested by the PM Meet on regular basis the different stakeholders Work in close collaboration with the Referral Focal Point to ensure an appropriate and coherent referral strategy. This entails ensuring that all beneficiaries in need of referral are referred by the teams to the specialized third parties in a timely manner. Furthermore, it entails ensuring that all beneficiaries or their family members in need of PSS are referred to the PSS teams. At field level, organize the link between stakeholders and HI team Facilitate media and donor visits on the field according to the ToR and the team’s inputs Objective 5: Participate in the analysis and reporting of global issues in the refugee population and the humanitarian context Activities/Main duties: In formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level Participate to report with the tools and the internal system all issues identified Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons Make proposition to your line management on strategy of action to ensure a qualitative response to the refugees needs Objective 6: To demonstrate ethical and professional practices Activities/Main duties Respect beneficiary confidentiality Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners Address needs and requests in a professional way Report any incident or act that causes any harm to beneficiary or to others Always interact with children with the presence of their parents or caregivers Always respect a refusal of treatment. Objective 7: Demonstrate willingness to improve professional competences and abilities to increase care quality Activities/Main duties Demonstrate motivation at work Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… Participate in the different activities that are common to all team members Respect each team member’s positions, work, and specialty Adapt to special situations or demands from supervisor (reporting, etc) This position requires a lot of movement in all Bekaa area.
