NGO PRESENTATION
Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
HI has been present in theMiddle Eastsince 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.
MISSION CONTEXT
Following the yearlong crisis in theSyrianArabRepublic, that has caused the displacement of civilians inTurkey,LebanonandJordan, Handicap International is implementing projects inLebanonandJordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities.
InLebanonas well as inJordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. InLebanon, the targeted areas are the northernBekaaValleyandTripoli, whereas inJordan, the targeted area is the northern region closed to the boarder.
In Bekaa, Handicap International aims to improve the coverage of basics and specific needs of the most vulnerable people affected by the crisis at the community level, and by developing a tailored response to improve conditions of life during winter period.
In Tripoli, Handicap International aims to provide direct support to syrian injured refugies at hospital and community level. Besides, HI aims to improve the coverage of specific needs for vulnerable persons in the North.
ACCOUNTABILITIES
Assist the management of the disability and vulnerability focal point project for population affected by the Syrian crisis, and especially the most vulnerable ones within the refugees communities.
Team Managed: 12 team members (5 social workers/2 psychologist/5 physiotherapist)
1. Organization of the team work
- Responsible for the planning of the team on the field : organization of the weekly planning of activities of the plurdisciplinary team, taking into account the visits of technical referents and line manager, and the objective given by DVFP PM
- Transmission of the weekly planning and the associate movement plan every week to the project manager
- Responsible for the availability of the materials of the team for the field activities ( stationeries and photocopies)
- Animation and organization of the meetings with the DVFP team
2. Management of deferral cases
- Reception of the deferrals from HI Focal Point and distribution of the cases to the field team according to the planning and the emergency level
- Follow up of the visits and assessment done by the field team
- Feedback of deferrals to HI Focal Point
- Reporting and follow-up of all the deferral cases in the appropriate document
3. Management of referral cases
- In close collaboration with the team, and following the referral strategy of the programme, refer daily all the referral cases to the HI referral focal point
- Sharing of HI focal point feedbacks with the team
- Reporting and follow-up of all the referral cases in the appropriate document
4. Liaison with stakeholders and identification of the different services provided at local level
- At field level, after validation of DVFP PM, meet on regular basis the different stakeholders
- Identify the different services the local stakeholders are providing with a systematic approach
- Complete a detailed mapping of the stakeholders and the available services /gaps in services
- Work in close collaboration with HI focal point and DVFP Project manager by sharing information on actors activities to ensure an appropriate and coherent referral strategy
- At field level, organize the link between stakeholders and HI team
- Support the team in focal identification and reinforcement when needed
5. Participate in the analysis and reporting of global issues in the refugee population and the humanitarian context
- In formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level
- Participate to report with the tools and the internal system all issues identified
- Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons
- Make proposition to DVFP PM on strategy of action to ensure a quality response to the refugees needs
6. Ensure the work quality of your team on reporting, distribution, referrals and information sharing:
- Regular field visits with the team
- Participate regularly in the identification of the most vulnerable people and of the assessment of their needs in order to monitor the data collection done by the different field teams and to ensure a quality reporting of data in the database
- According to the mapping, and following the referral strategy, support the team when needed in defining the different external referral needed by the beneficiaries
- Ensure the donation requested by the team is appropriate
- Ensure the quality and dynamism of the identification system (referral, UNHCR lists, focal points)
- Organize regular meeting with the team to share information and updates on the programme
- Organize training/refreshment when needed
7. Reporting:
- Send weekly reports to DVFP PM
- Send every weeks all the reporting tools used and updated during the week
- Send minutes from all the meetings and discussions with external actors
- Send any other report upon DVFP PM request
- Report any constraints or problems faced with the team before taking any action
- Report without any delay any security issue
8. Representation :
- On delegation of the project manager:
Participate to the field coordination meeting
Bilateral meeting with stakeholders
9. Administrative Activities
- Provide administrative and logistic support to the project manager upon request
10. Demonstrate an ethic and professional practice:
- Respect beneficiary confidentiality.
- Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners.
- Address needs and requests in a professional way.
- Report any incident or act that causes any harm to beneficiary or to others.
- Always interact with children with the presence of their parents or caregivers
- Always respect a refusal of treatment.
11. Demonstrate willingness to improve professional competences and abilities to increase care quality:

THE CANDIDATE’S REQUIREMENTS
Experience at a similar position in INGO
Experience at a project-related position
Good knowledge of Bekaa
Very good writing skills in English and Arabic / Experience with writing in English
Excellent reporting skills
Good command of written and spoken English (knowledge of French would be an asset).
Good communication capacities
Good networking capacities
Ability to manage an important work load
Knowledge of computers and Microsoft applications
