HI Lebanon mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. With a staff of around 50 in Lebanon, HI has been implementing a mix of humanitarian, development and mine action projects, with sectors of activity including inclusive education, physical rehabilitation, armed violence reduction (mine action), emergency preparedness, disability mainstreaming/inclusion in humanitarian action.
Under the responsibility of the Chief of Operations, the EORE Technical Officer contributes to the implementation of Humanity & Inclusion’s mandate and operational strategy in Lebanon.
She/he draws on global and national best practices and innovations, both in EORE and beyond, to inspire effective, creative and impactful EORE programming targeting those at most risk, including persons with disabilities. She/he contributes to the implementation of projects by providing technical expertise and ensures that the quality of projects complies with relevant international and national standards and organizational SOPs.

Functional links with the EORE teams and the Emergency Response Team
Missions / Responsibilities
Mission 1: Providing guidance and technical support EORE activities in accordance with international Mine Action Standards, HI technical Framework within the Lebanese Mine Action context
- Provide relevant technical guidance to the EORE teams.
- Make sure that the EORE activities are compliant with HI internal quality and international/national standards in Mine Action.
- Develop and adapt risk education documentation and material as required, in accordance with the context of Lebanon and targeted populations needs.
- Contribute to the regular reporting of EORE technical activities and participate to the development/ adjustment of new activities.
- When required, provide technical support to the Chief of operations to facilitate the coordination of EORE activities and projects.
- Where appropriate, coordinate and collaborate with the project's partners.
- Provide appropriate training and coaching session to the project teams.
- Lead the development and testing of IEC material. And the design and monitoring of media campaigns.
Mission 2: Providing project-based technical learning
- Ensure regular updates and information provision to the global and regional AVR technical specialists, and collaborate with the AVR technical division as needed.
- Take an active part to the global HI EORE community of practice.
- Collect the elements necessary for drawing lessons learned and contributions to relevant research.
- Contribute to EORE technical learning under the responsibility of the AVR specialist or chief of operations, based on best practices.
- Responsible for the EORE technical learning of projects based on lessons learned and good practices.
- Adjust activities to audit recommendations as appropriate.
- Implement recommendations to improve the technical quality of projects.
- Ensure the technical quality and relevance of EORE project activities including through conducting quality assurance/quality control (QA/QC); conduct self-evaluation of their project and participate in evaluation cycles under the supervision of the chief of operations.
- Taking ownership of norms and standards anticipates and prepares for nexus adjustments.
- Contribute to the terms of reference for evaluations.
Mission 3: Contributing to the animation of the EORE sector
- Contribute to the recruitment of EORE personnel.
- Lead, in coordination with the chief of operations and regional AVR specialist, the technical training of EORE personnel.
- Contribute to the skills upgrading plan for EORE professional.
- Assists in coordinating technical professional development of EORE teams
- Conducts technical trainings for EORE staff as appropriate.
- Contribute to the design and collection of operational data to ensure adequate monitoring of activities or ad hoc data collection activities, and ensure appropriate measurement of project completion in EORE.
- Ensure that data processing is established and carried out in accordance with the rules and principles set by the MEAL and IM department and by the technical councils of AVR sector.
Mission 4: Contribute to ensure the technical influence of HI on its perimeter
- Represent the EORE HI technical expertise, following delegation of the chief of operations, while liaising with the Lebanese Mine Action Center (LMAC) and other authorities and coordination bodies as required.
- Where appropriate, coordinate and collaborate with the project's technical partners as delegated by chief of operations.
- Relay and contribute to advocacy messages within its scope of work.
- Write new project content for the continuity or expansion of the project within the EORE technical scope.
- Contribute to the writing of new proposals for new opportunities within the EORE technical scope.

Education:
- Essential: Bachelor degree in conflict/security issues, international development, international relations, behavior change or another relevant subject
Experience:
- Essential: at least 3 years of professional experience in similar position or Explosive Ordnance Risk Education (EORE)
- Essential: Experience liaising with Mine Action actors in Lebanon
- Essential: Proficiency applying IMAS 12.10 standards and legal framework of EORE in Lebanon
- Essential: Excellent knowledge of the latest global good practices and innovation in EORE
Language:
- Essential: Good in Arabic and English languages
Computer Skills:
- Essential: Microsoft Office (Word, Excel, Outlook, PP…)
Other:
- Experience in liaising with vulnerable-conflict affected communities

Basic salary ranges for the position: Emergency EORE OFFICER is going to be paid according to the experience and to HI salary Grid.
Basic Salary range between 1,900 and 2,100 USD
