1. PROJECT COORDINATION AT FIELD LEVEL (IN LINK WITH OPERATIONS COORDINATOR AND TECHNICAL UNIT)
Supervises the Programme Officers
Supervises and analyses the implementation of HI programmes in Bekaa/North in accordance with multiple objectives, activities and targets outlined within donor proposals, in line with programme budgets, and with a particular attention to quality and integrated approach
Guarantees that the programme implementation is in line with the operational framework of the mission in direct link with the Operations Coordinator
Provides support to the Programme Officer (daily organization and management, identification of attention points, external coordination-referrals, internal coordination within the project frame and coordination with other HI departments)
Mobilizes technical support to support project team in specific issues, especially qualitative ones
2. REPRESENTATION of HI AT FIELD LEVEL (by delEgation from the COUNTRY MANAGER)
Representation toward local authorities, in the respect of HI mandate and image, and in the frame defined with Country Manager
Networking and representation towards humanitarian actors present in Bekaa/North
Upon request of Country Manager, participates in certain thematic working groups or humanitarian coordination
3. Budget management
Ensures the management of the project budget lines, plan and follow-up of the expenses through the implemented financial tool (OFU, BFU, etc.);
Contributes to budget design and provide accurate figures for the operation part;
4. LOGISTIc, Administrative and financial COORDINATION AT FIELD LEVEL
Supervises the Support Services Manager
Supervises management of transports and vehicles;
Supervises administrative, HR and financial aspects of HI intervention at field level (BFU, forecast, legal issues)
5. Team management
Responsible for the strict application and respect of HI internal regulation by the teams
Defines with each member of their team under their direct supervision an action plan to achieve objectives that have been defined
Follows up and participates to the professional and personal evolution of the member of the teams under their supervision; individual interviews, appraisals, etc
Provides support and advices to their team members
Facilitates coordination among key staff members
Organises internal coordination meetings for cross-departmental issues and planning purposes
Ensures conflict resolution within their team and keep the Operations Coordinator informed about this
Proposes relevant adaptations to the organizational chart and participate to its implementation (job description… etc.) in link with the coordination team
6. Security management
Follow up of security situation and alert in case of incident
Ensures the implementation and respect of all security rules by their teams
Maintain the local networking through meetings & send minutes to Country Manager
Organizes security meeting at local level with all relevant HI staff
Participates to external security meeting on Country Manager’s request
7. Reporting on the above mentioned activities
Provides weekly updates and a monthly SitRep to Operations Coordinator
Facilitates regular reporting of their team to the Coordination and technical unit (Minutes of meeting…etc.);
Participates to intermediate and final project reporting
Provides the Operations Coordinator and Country Manager with a mission report and/or handover document at the end of the assignment

QUALIFICATION/ REQUIREMENTS
Distinguish mandatory and desirable requirements
Educational background and experience:
University diploma
Minimum 5 years in the humanitarian field with at least 1 experience as field coordinator in an INGO or two years as a Senior Manager
At least 5 year experience in project management with knowledge of project cycle management and tools
Skills:
Strategic level analysis and planning ability
Ability to work under high pressure with a great level of personal organisation
Strong communication, analysis and reporting skills - Experienced team manager
Fluent in Arabic and English (speaking/reading/writing) French would be an asset
Required languages & IT skills:
Proficient command of Microsoft Office Package
English mandatory (oral and written);
French and Arabic language skills considered a plus
