Field Officer At Handicap International-Development Department

Project: Touching Minds, Raising Dignity (Mental health project) Focus: Children with mental health problems living in isolated, closed or deteriorated environments; The Palestinian Refugee Camps. Project objectives: - Promote innovative intervention models in mental health and psychosocial support for better governance of public policies in health, social and penitentiary sectors. - Strengthen technical and organizational capacity of community service organizations to improve the rights of people living with mental health problems. - Build an international advocacy on social and civic participation of people living with mental health problems and strengthen the capacity of HI and its partners on mental health / psychosocial support through inter-country cooperation and lessons learned  The Field officer will provide coordination between the partners, stakeholders and the project team. He/she will be in charge of implementing the project activities in coordination with Technical Advisors and under the supervision of the Project Main tasks: A)    Update materials and tools Information, Education and Communication ( IEC) on mental health to parents of children with mental health problems The field officer in close coordination with the Psychosocial Technical Advisor, the project manager and administration officer will be responsible for production of awareness materials and tools on mental health issues, and assure the relevant distribution of these materials with the project frame in North and Tyre area. B)    Self help support groups activities: The field officer, in coordination with the project team and the project partners, will identify the existing self help support groups of youth with mental health problems and the leaders of these groups in North and Tyre areas and gatherings. The field officer, in coordination with the project team and the supervision of the project manager will  support  the creation of new support groups if not existing of children with mental health problem decide on the creation of new support groups if not existing of children with mental health problem The field officer in coordination with the project team will support the development and implementation of common activities led by the members of the groups according to their priorities and interests C)    Organization of trainings/ workshops/ meetings: The field officer will be in charge of organizing all workshops, trainings and meetings implemented within the frame of this project. In the case where workshops, trainings and meetings are implemented through partners, the field officer will be facilitating the organization of these activities. Concerning HI-ME workshops, trainings and meetings in Lebanon, the field officer will organize them in coordination with the project manager, HI-ME team and administration officer. More specifically the field officer  will be in charge under responsibility of the project Manager  for: the logistics and contacts issues  for  the training sessions (preparing materials, relevant contacts) , collecting the training interveners reports, collecting attendance sheets, distribute and collect evaluation forms, setting up evaluation focus groups. D)          Parents committees: The field officer will follow up and facilitate the relation between parents committees and service providers through regular meetings in each area. The field officer will promote the involvement of parents committees in existing protection network in the areas. E)    Monitoring and follow up visits   The field officer will be responsible for: Participate to the identification of potential project beneficiaries and/ or stakeholders (committees, networks…) in the targeted areas according to the project criteria. Monitoring at field level of the quality of all actions implemented within the scope of the project. Collecting reports from project’s local partners. Run evaluations activities implemented within the frame of this project (through the Distribution and collection of evaluation forms/ setting up evaluation focus groups...) Insert all data related to the project in the Project Monitoring and Evaluation System. Follow up the translation and printing process of all the documents produced within the project frame work. F)    Capitalisation and Identification of needs The field officer will be asked to:      Produce regular reports intended to be used internally and within the frame of the project reporting.  Participate in needs assessments, impact evaluations and studies in order to determine the effectiveness of HI response Participate in the construction of a monitoring system and relevant indicators along with other team members. Keep documentation, records and data required for the project  Participate in preparing needs assessments related to capacity building within the project frame. Participate in drawing up pluri-annual strategies and/or the annual implementation plans of the projects she/ he works on.  G)    Relations with the local and International NGOs: -          The field officer will participate to meetings run by project stakeholders, and to coordination meetings organized by Handicap International and its partners and other stakeholders.
