The Human Resources Officer mission is to manage and follow up on HR issues to comply with the Lebanese labour law and HI procedures; as well as to revise and follow up on the HR related administrative documents and procedures.
The HR officer duties and responsibilities within HI mine action programme in North Lebanon Province are:
Responsibility 1: Manage the HR procedures and regulations and ensure the appropriate implementation of the following HR activities in collaboration with the program administrator
Recruitment procedures,
evaluation procedures,
Training procedures,
Internal rules and regulations,
National and international staff terms conditions
Responsibility 2: Manage the HR administrative aspects for national and international staff
Management of administrative formalities related to national staff contract:
Draw up employment contracts and job descriptions for national staff,
Follow up on leaves, absences, advances, benefits, warnings,
Send documents for security clearance to LMAC,
Registration and tax payment within the Ministry of Finance and National Social Security Fund
Filing of personal documents
Implement and update the pay scale in coordination with other HI departments
Responsible of preparing the monthly payroll,
Manage Expatriates arrivals and departures process
Inform the LMAC on their arrival,
Supervise the organization of arrivals and departures of expatriate staff,
Manage the leaves, advances, housing contributions, etc. in liaise with HI HQ HR and Social referents,
Visa and residency permit issuing and renewal
Fills out/reviews/monitors all requests for leaves submitted by staff; Prepares/files monthly "vacation/leave" report,
Responsible of the monthly and / or quarterly declarations to the MoF and NSSF,
Manage the private insurance contract,
Responsibility 3: Manage the documentation and communication of HR information
Ensure that all necessary agreements, permits and licenses necessary for HI’s operations are in place,
Ensure that HR archives are in use and maintained according to HI regulations,
Ensure effective communication and external relations with Lebanese authorities (LMAC, Labor Ministry, Social security, Finance Ministry, etc.)
Ensure effective communication and external relations with co-workers and colleagues (other HI directions in Lebanon, lawyer, brokers, auditors, etc.)
