PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.  For more details on the association: http://www.handicap-international.org  Handicap International is composed of 2 operational divisions: Humanitarian Action Division Development Division  MISSION CONTEXT The Emergency Response Division in Lebanon was created in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough outreach teams (composed of one social worker as case manager and one physiotherapist supported by psychologists and/or psychosocial workers) and trough fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). GLOBAL OBJECTIVE OF THE POSITION  Under the line management of Program Manager, the Inclusion Officer will be responsible for implementing the Inclusion strategy (raising awareness of barriers to inclusion, training/coaching of the stakeholders to reduce or remove barriers to inclusion of people with physical and functional limitations).  WORK RELATIONSHIPS  Line manager: Project Manager Line manager+1: Field Coordinator In direct cooperation with:  Project Officer, Inclusion Technical Advisor, Inclusion Advocate  RESPONSIBILITIES & OBJECTIVES  Objective 1: Plan and implement field assessments of barriers to inclusion and access to services affecting persons with physical and functional limitations Activities/Main duties: With the support of the Inclusion Technical Advisor and the Project Manager and in cooperation with the Inclusion Advocate, adjust assessment tools to the activities of partner humanitarian organizations, including those of HI’s partners who provide physical therapy services, including assessment of facilities and infrastructures and staff knowledge, attitudes and practices. Lead the implementation of barriers assessments, in cooperation with the Inclusion Advocate and under the supervision of the Inclusion Technical Advisor and the Project Manager. Implement specific community-based assessments to identify community attitudes affecting inclusion and social participation of persons with physical and functional impairments. Prepare and conduct key informant interviews, focus group discussions and observation exercises to allow for the identification of Inclusion and Access gaps. Ensure the engagement of persons with physical and functional limitations and their families in the identification and analysis of barriers to Inclusion.  Objective 2: Awareness-raising activities on inclusion of persons with physical and functional limitations Activities/Main duties: Following the results of the implemented assessments, in cooperation with the Inclusion Advocate and under the supervision of the Inclusion Technical Advisor and the Project Manager, design awareness raising activities to contribute to changing staff and community attitudes. Contribute to the implementation of community-based awareness-raising activities, led by the Inclusion Advocate with the support of the Inclusion Technical Advisor and under the supervision of the Project Manager. Ensure the continuous adaptation of awareness raising messages and activities following feedback and lessons learnt, together with the Inclusion Advocate and under the coordination of the Inclusion Technical Advisor. Ensure the engagement of persons with physical and functional limitations and their families in the implementation of awareness-raising activities.  Objective 3: Advocacy, training and coaching assistance stakeholders on inclusion of people with physical and functional limitations Activities/Main duties: Maintain up to date information through publications about inclusion, accessibility and related topics, following guidance from the Inclusion Technical Advisor Contribute to the design of an advocacy strategy to enhance inclusion of people with physical and functional limitations, led by the Inclusion Technical Advisor Under the supervision of the Inclusion Technical Advisor, promote to external actors HI trainings on Inclusion of people with disability Under the supervision of the Inclusion Technical Advisor, and together with the Inclusion Advocate, organize and facilitate the inclusion trainings and coaching (accompanying stakeholders in designing and implementing measures to reduce or remove specific barriers) Disseminate messages on inclusion of people with disability to external actors Produce reports of activities and propose new activities to reinforce the advocacy component Liaise with other inclusion actors in the Zahle/Bekaa area. Contribute to working groups and other forums that promote inclusion.  Objective 4: Reporting Activities/Main duties: Update regularly and with precision activity follow up tools Produce weekly reports to your line management (Project Manager) and to your technical supervisor (Inclusion Technical Advisor) and advocacy reports after each activity you develop, in cooperation with the Inclusion Advocate Produce a monthly Situation Report (Sit Rep) related to the activities under your responsibility and their analysis Report any problem or constraints and propose improvements of referral organization and strategy  Objective 5: To demonstrate an ethic and professional practice Activities/Main duties Respect beneficiary confidentiality Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners Address needs and requests in a professional way Report any incident or act that causes any harm to beneficiary or to others Always interact with children with the presence of their parents or caregivers Always respect a refusal of treatment or participation.  Objective 6: Demonstrate willingness to improve professional competences and abilities to increase activity quality Activities/Main duties Demonstrate motivation at work Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities… Participate in the different activities that are common to all team members Respect each team member’s positions, work, and specialty Adapt to special situations or demands from supervisor (reporting, etc)
