MISSION CONTEXT
The Emergency Response Division in Lebanon was created in April 2012. Support to the structure is provided directly by Handicap International’s Technical Advisor, 4 physiotherapists and 4 Social Workers, who work in multidisciplinary teams to identify persons with injuries and persons with disabilities to assess their needs, provide Physical and Functional Therapy, refer beneficiaries to other providers. The teams work in three ways—providing services in beneficiaries’ homes, providing services from temporary locations such as community centres, and working through partner organizations who also provide Physical Therapy. In addition, complementary psychosocial support services are available to our beneficiaries.
Handicap International recognizes that persons with injuries and persons with disabilities are often blocked from access to basic services that are available to the general population by factors that exist in the environment. For example, a person with an injury who cannot reach a health facility may be much more disabled by the lack of access to a health facility than by the original injury. Another example: a person who has difficulty walking may be blocked from using the sanitation facilities in a camp. The mobility difficulty may not ever be “fixed” but the physical barrier to a sanitation facility can and should be unblocked. Identifying specific barriers that make the effects of an injury or a disability worse, removing the barrier, and working to make the barrier identification and removal process part of other organizations’ normal procedures, this is Inclusion.
GLOBAL OBJECTIVE OF THE POSITION
Under the supervision of the Project Manager, the inclusion senior officer will be responsible to manage and implement the activities and objectives assigned to the “Inclusion Field Unit”.
The “inclusion field unit” is a member of the “protection field unit” which is in charge to execute and monitor in the field all activities related to this sector. The “Inclusion Field Unit” is a section which coordinates and implement and array of actions intended to enhance inclusion through raise awareness, provide advice, train partners and collect information on inclusive service provision and potential areas of support.
Therefore the Inclusion Senior Officer will play a double role, by directly implementing activities, trainings, collection of information and follow up visits among others, but also coordinating activities and implementation of the inclusion field unit by managing the two inclusion junior officers. The Inclusion senior officer will therefore supervise staff, train staff coordinate, collect and compile data and follow activities in the field.
Lastly the Inclusion Senior Officer will participate in coordination activities inside of the “Protection Field Unit” to achieve expected result in the protection sphere at field levels.

RESPONSIBILITIES & OBJECTIVES
1. Task 1: Plan and coordinate and support activities of the “Inclusion Field Unit”
The Inclusion senior officer should maintain coordination and planning in the field units. This task requires establishing concrete actions plans and activities for all the members of the Unit. In additions the Inclusion Senior Officer should assign tasks to the rest of the team members and supervise the quality of their performance. For these tasks it is required in particular to:
1.1. Liaise with partners and promote partnerships and mutual engagements.
1.2. Respect partners field of interest and execution of work.
1.3. Structure, organise and coordinate field activities with partner at the field level.
1.4. Coordinate internally and actively work in teams with the other members of the “Inclusion Field Unit” when executing activities in the field.
1.5. Coordinate with the project manager and the inclusion advisor to execute activities in the field and produce documentation and support tools
1.6. Translate document and tools if necessary to properly execute activities in the field.
2. Task 2: Execute capacity building and awareness activities related to inclusion in the field
The inclusion work involves a series of sessions and activities which should be implemented in coordination with partners. These activities include awareness raising sessions, technical trainings and assessments of barriers and partners capacities in inclusion. The inclusion senior officer will pair up with the inclusion junior officer to jointly execute these activates; the objective is to have the possibility to work in pairs while one of the junior officers executed parallel tasks or alternatively to build up teams of 3 to reach larger groups.
For these tasks it is required in particular to:
2.1. In cooperation with the Inclusion Junior officers and with the support of the Inclusion Technical advisor execute awareness sessions, technical session and assessments.
2.2. Adjust assessment and training tools to activities of partner humanitarian organizations, including those of HI’s partners who provide physical therapy services, including assessment of facilities and infrastructures and staff knowledge, attitudes and practices.
2.3. Lead the implementation of barriers assessments, in cooperation with the Inclusion Junior Officer and under the supervision of the Inclusion Technical Advisor and the Project Manager.
2.4. Implement specific community-based assessments to identify community attitudes affecting inclusion and social participation of persons with physical and functional impairments, such as focus groups or interviews.
2.5. Contribute to the implementation of community-based awareness-raising activities with the support of the Inclusion Technical Advisor and under the supervision of the Project Manager.
2.6. Ensure the engagement of persons with physical and functional limitations and their families in the identification and analysis of barriers to Inclusion.
3. Task 3: Coaching and support partners
Bilateral support and inclusion promotion in the humanitarian sphere require coaching and side by side work with HI partners. This work is frequently executed through field visits, secondments or concrete field recommendations executed directly in the field. The Inclusion Senior Officer will support and execute visits to provide HI partners with concrete recommendations and ensure contents and tools shared during trainings and awareness sessions are properly used in the field. For these tasks the inclusion senior officer will jointly work with the Inclusion Junior officers to execute the follow ups and field work. For these tasks it is required in particular to:
3.1. Cooperate and coordinate with the Inclusion Junior officers to execute activities in the field.
3.2. Coordinate and interact with the Inclusion Technical Advisor.
3.3. Execute field visits and provide concrete recommendations on enhancing inclusion in services provided by partners.
3.4. Supervise the use of inclusive tools by partners to ensure messages and contents are properly transmitted in the field.
3.5. Ensure the continuous adaptation of awareness raising messages and activities following feedback and lessons learnt.
3.6. Analyse the engagement of persons with specific needs and their families in the implementation of activities executed by partners.
4. Task 4: Execute advocacy related activities and promotion of inclusion as a mainstream element of humanitarian action.
Promoting and enlarging inclusive service provision at field level is part of the responsibilities of the Inclusion Senior Officer. These activities are to be executed with existing partners to create organisational change, but also as a strategy to enlarge the potential list of HI partners and open new opportunities for cooperation.
For these tasks it is required in particular to:
4.1. Contribute to the design of an advocacy strategy to enhance inclusion of people with specific needs, led by the Inclusion Technical Advisor.
4.2. Under the supervision of the Inclusion Technical Advisor, promote to external actors HI trainings on Inclusion of people with specific needs.
4.3. Disseminate messages on inclusion of people with disability to external actors.
4.4. Produce reports of activities and propose new activities to reinforce the advocacy component.
4.5. Liaise with other inclusion actors in the Zahle/Bekaa area.
4.6. Contribute to working groups and other forums that promote inclusion.
5. Task 5: Staff Management and supervision.
The inclusion senior officer will be in charge of supervising and coordinating the team members of the field inclusion unit. All relevant activities and tasks linked to a supervisor role will be in charge of this position. Good behaviours, judgment, respect and capacity to motivate and build team work is required for this position. For these tasks it is required in particular to:
5.1. Supervise the Junior Inclusion Officers.
5.2. Organise tasks and field work for the Supervisees.
5.3. Complete all related HR documentation related to a supervisor, including performance assessments, training plans and management of leaves.
5.4. Coach, support and promote positive values in the team.
6. Task 6: Data Collection and Reporting
Produce specific report of the activities’ executed in the field, such as trainings, partners coaching session or awareness sessions. All reports should be precise and maintain formats and structures provided by the Manager and Inclusion Advisor. In addition, collect information from partners and scout for potential opportunities for partnership. The Inclusion Senior Officer is therefore also in charge of compiling information of different type to feed the implementation of other parallel HI project or activities of the Inclusion Unit. For these tasks it is required in particular to:
6.1. Update regularly and with precision activity follow up tools.
6.2. Produce reports to your line management (Project Manager) and to your technical supervisor (Inclusion Technical Advisor) and advocacy reports after each activity you develop, in cooperation with the “Field Inclusion Unit”
6.3. Report any problem or constraints and propose improvements
6.4. Collect information about cases and opportunities
6.5. Write reports on collected information and to feed the Inclusion Unit or other HI projects.
7. Task 7: Others
Other general tasks include general alignment with HI policies and practices, confidentiality and promotion of organisational values. For these tasks it is required in particular to:
7.1. Demonstrate motivation at work and willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities
7.2. Adapt to special situations or demands from supervisor (reporting, etc.)
7.3. Respect beneficiary confidentiality
7.4. Respect and promote HI’s Policies
7.5. Address needs and requests in a professional way
7.6. Report any incident or act that causes any harm to beneficiary or to others
7.7. Always interact with children with the presence of their parents or caregivers
7.8. Always respect a refusal of treatment or participation.
QUALIFICATION/ REQUIREMENTS
Educational Background and Working Experience
Social or related degree, master is an asset
At least 4 years of professional experience in related field, including social work, protection, inclusion activities, training facilitation, external representation
Experience with INGO, preferably related to inclusion
